What is a Natural Hazard?

  • Natural hazards listed in 112.990(15) include flooding, earthquakes, active faults, tsunamis, landslides, volcanoes, storm surges, ice formations, snow avalanches, erosion, beach processes
  • Designated area(s) with the “coastal area”

What is a “Natural Hazard Area”?

  • An area likely to be affected by the occurrence of a natural hazard
  • A state agency or the district may designate

  • “designate” means

(A) for a district, to identify in a district plan approved by the department; and

(B) for a state agency, to identify in a planning document or as part of a review under 11 AAC 110; 11 AAC 112.990(8)

  • “coastal area” means:
    • The coastal waters and adjacent shorelands within the boundaries established under 11 AAC 114.220 (coastal zone as defined in AS 46.40.210(4)) including federally owned land and water within the coastal zone

Applicant Responsibilities:

  • Must take “appropriate measures” in siting, design, construction & operation to protect from known natural hazards
  • Appropriate measures can include consulting with state agencies, the district or others with expertise
  • Consultation should result in a project that either:
    • Satisfies “code”;
    • Plan approved by registered engineer; or
    • A determination that the risk is low & has been addressed
