  2. Hydrologic Setting • Confluence of Sacramento & San Joaquin Rivers • Eastside tributaries • Delta - water switching yard for State • Delta supplies water to about 22 million in State

  3. Water Resource Issues • Rapid urban growth, agricultural and environmental demands • Complex water management • Heavy reliance on groundwater • Basin overdraft & saltwater intrusion • New arsenic standards • Napa Proposal - increased Delta exports (1 million acre feet)

  4. Water Management Planning • Two-year consensus-based effort including 29 local, State and Federal stakeholder agencies • Water supply demand (200,000 acre feet overdraft) • Developed management goals • Outlined new water supply projects • Adopted by Board in 2002

  13. Freeport Diversion Project • EBMUD Freeport Regional Water Project – dry year supply by 2008 • Pipeline available in normal & wet years. • 44,000 to 62,000 acre feet 185 mgd 85 mgd 100 mgd 1976-77 Drought

  14. Freeport Diversion Next Steps • Negotiate with EBMUD for use of pipeline • Complete project feasibility & environmental analysis • Secure water right & construct project Freeport MORE WATER Duck Creek Reservoir

  15. Groundwater Overdraft • County’s Eastern Basin • Groundwater level 60 feet below MSL • Strong west to east gradient in Stockton area • Saline Intrusion

  16. Groundwater Management Planning • Eastern San Joaquin Basin Plan - Groundwater Banking Authority • 1 year consensus-based collaborative effort including 45 agencies • For State funding eligibility • “Management Objectives” • Monitoring programs • Water supply and recharge projects

USGS Joint Salinity Project • Groundwater Banking Authority, US Geological Survey & State Dept. of Water Resources • $2.5 million over 5 years - $1.25 million from State and Feds • Source saline groundwater • Groundwater recharge and flow • Monitoring well network/database • Reduce saline intrusion
