State OES Alert & Warning Initiatives • Assessing existing and future technologies to enhance CA’s Alert and Warning – AB 2231 • Working to achieve Common Alerting Protocol compliance on Emergency Alert System (EAS) and Emergency Digital Information System (EDIS) • Preparing to pilot new digital EDIS • Working to establish new wireless emergency alert system – August 14 & 21, 2007 workshops

Current Legislation • AB 2393 • The PUC, in consultation with OES and DGS, is to investigate whether standardized notification systems and protocols should be utilized to facilitate notification of affected members of the public of local emergencies. • AB 2231 • This law requires that OES convene an Emergency Alerting Working Group and develop a report to the Legislature that includes policies and procedures to enhance public access to emergency alerts.
Geo-targeted Wireless Alerting • Virginia Tech tragedy April 2007 • Ca. Lt. Gov. Garamendi& OES Director Renteria propose establishing geo-targeted wireless emergency alert system • First Office Application process • California could be test-bed for national alert and warning protocols and procedures recommended through CMSAAC • Ideal venue for testing proposed wireless alerting system
