NATIONAL HOUSING AUTHORITY RA 7279 Urban Development and Housing Act of 1992 (UDHA) (24 March 1992) • Provide technical and other assistance to LGUs in the implementation of housing programs • Undertake identification, acquisition and disposition of lands for socialized housing; • Undertake relocation and resettlement of families with local government units

NATIONAL HOUSING AUTHORITY Resettlement Assistance Program For LGUs • OBJECTIVE • To assist LGUs in addressing the resettlement requirements of informal settler families in their localities • PROGRAM SCHEME • Resettlement projects shall be implemented as a joint undertaking of NHA and the LGU • LGU’s primary contribution shall be land to be developed as a resettlement site • NHA’s contribution is funding to cover the cost of land development • The product is a serviced or developed lot 13

  13. …Resettlement Assistance Program • TARGET LGU PARTNERS • Primarily LGUs in urban areas with large informal settlements requiring relocation and resettlement • TARGET BENEFICIARIES • Families living in danger areas and in other public places • Families displaced/ to be displaced from sites earmarked for government infrastructure projects • Families whose houses were destroyed by calamities and require relocation to safe areas 14

  14. …Resettlement Assistance Program • NHA ASSISTANCE/ PARTICIPATION • Funding for Land Development • NHA assistance per LGU shall depend on need • 50% of NHA’s contribution shall be treated as a loan to LGU; the balance to be provided as a grant • NHA to undertake implementation of land development • Completed development to be turned-over to LGU 15

  15. …Resettlement Assistance Program • In addition, NHA shall provide TECHNICAL ASSISTANCE for the following: • Formulation of Resettlement Action Plan • Census of families, social preparation and beneficiary selection • Formulation of policies and guidelines for relocation of families, disposition of housing units and cost recovery • Provision of housing plans and designs 16

  16. …Resettlement Assistance Program • COST RECOVERY FROM BENEFICIARIES • Project cost to be recovered from beneficiaries under terms and conditions prescribed by LGU • Project revenues shall accrue to a Resettlement Fund to be administered by the LGU • TERMS OF NHA LOAN TO LGU • Interest Rate : 6% interest per annum • Repayment Period : Maximum of 10 years • Grace Period for Loan : 1 year from loan release • Repayment 17

  18. Resettlement Assistance Program for LGUs • NHA assists LGUs in the development of their resettlement sites. • LGU’s primary contribution is land while NHA provides funds to cover the cost of land development KauswaganResettlement Project Brgy. Barayong, Palo, Leyte (261 units)

Technical Assistance NHA extends technical assistance to the Local Government Units in the following areas: • Planning and Design(project packaging including preparation of development plans and cost estimates) • Relocation and Resettlement(community organization and preparation, negotiation with land-owner) • Estate Management and Recovery(formulation of disposition and collection schemes) • Capacity Building for LGUs - training for LHB members and LGU housing staff 25
