  4. Until 2001, USAID & UNFPA provided the MOH with 100% of its contraceptive needs. In 2002, the MOH began purchasing contraceptives. In 2005, the MOH purchased 94% of contraceptive needs. In 2006, competing health priorities result in the MOH only purchasing 43% of contraceptive needs.

Why encourage private sector participation? • There is a donor phaseout of contraceptive commodities. • Limited government resources cannot meet the needs of everyone. • Contraceptives are not reaching poor women. • A substantial share of public sector subsidies go to the non-poor. • Redirecting wealthier clients to the private sector will free up scarce donor and public resources for those who cannot afford to pay. • The private sector is underdeveloped.

  14. Creating an enabling environment 1) Involve the private sector in CS planning, policymaking, and resource allocation decisions. 2) Put in place incentives to encourage private sector participation. 3) Eliminate or reduce legal/regulatory barriers that inhibit private sector participation.
