What is a Duldung?„Acquiescence“ • “temporary suspension of deportation“ § 60 a AufenthG • when legal or actual reasons prevent a deportation • almost 150 000 people with a „Duldung“ • more than 50 % are living here since 8 years, among these are children and teenagers who have been born in Germany • significant handicaps • prohibition to work, education, and studies • “Residenzpflicht” (prohibition to leave the district or city) • impelled placement in asylum camps • reduced social benefits • In few federal districts no cash  coupons for basics supplies • A “Duldung” is extended for max. of 6 months, normally for several years • a development of long-term perspective is impossible and possibly undesirable

JoG- beginnings • Berlin 2002: • First initiative for right of stay by young people from the BBZ (consultation and supervision Center for young refugees and migrants) • A generous right of residence regulation • Stuttgart 2005: • First parallel action to the Interior Minister conference (IMK) • establishment of the group “HierGeblieben” • Initiative of right of stay BBZ • FIB (refugee initiative Brandenburg) • Banda Agita (Young Theater Group from Grips theater) • ProAsyl • Council on Refugees Berlin, Brandenburg, BaWü

Karlsruhe 2005: • first Youth and children Conference parallel to IMK • more than 80 ambassadors from all federal districts • official establishment of JoG • in the meantime a nationwide initiative with 6 active groups • support from: • BBZ • Council on Refugees Berlin • Grips-Theater • PRO ASYL

  6. JoG- conferences • 2005: • IMK Stuttgart • IMK Karlsruhe • 2006: • IMK Garmisch- Partenkirchen • IMK Nürnberg • 2007: • IMK Berlin • conference Sachsen • IMK Berlin

JoG- goals • affected persons have their own voice and don’t need representative groups • generous right of stay for all • unconditional ratification of “Convention on the Rights of the Child” • equality of refugees • equal opportunities especially in education and on labor market • legalization of People without right of stay “illegal aliens” • peaceful coexistence with equality for all and without discrimination

Forms of action • mutual support • hinder deportation • network • attendance on symposiums and seminars • cary claims to politicians • we organize: • youth conferences parallel to IMK • information events for the press, at schools, etc.. • intercultural meetings • demonstrations, manifestations • public actions
