  11. Monitoring • Last State level Monitoring cum steering Committee meeting held on 21st January, 2014. • At directorate level regular monitoring meetings are conducted with district officials. • October 2013 – Govt. of India conducted Joint Review Mission in Buldhana and Ahmednagar districts. ATN on JRM submitted to Govt. of India

Efforts • 100% institutions are covered under Mid Day Meal Scheme • Annual data entry is almost completed (99%) • Monthly data entry is near about 80% (problem due connectivity and electricity load shading) • Cooking cost is bifurcated and 37% grants given to SHG for vegetable and 63% is used for supplying ingredient such as Pulses, oil, condiments etc. through e-tendering. • SHG grants are released first and Districts are prohibited using that grants for suppliers bills. Also suppliers bills are banned for clearing at district level, till the actual money for SHG grants goes to school.

  13. Efforts • Micronutrient syrup and IFA tablets provided. • Soap and phenyl is provided in school from Khadi Gramodyog Mandal. • Centralized procurement and supply of ingredient. (pulses,oil,condiments etc) through e-tendering process. • Food tasting is done before serving and Taste register is maintained at school level.

  14. Efforts • Involvement of SHG in rural area and NGO/Women organization in urban area for centralized kitchen through Expression of Interest. • Vegetables are cultivated in ParasBag attached to some schools. • Food samples tasting from NABL / Govt. Laboratories for centralised kitchens provided. • State Govt. is providing Transport Assistance @450/MT to fill the gap.

  15. FCI Payments Less payment to FCI (as per AWP 39%) But as on 6.2.2014 position is as under – total FCI bills 108.24 crores Bills paid to FCI 67.21 crore (62%) Bills submitted to treasury 38.48 crore (35%)

  16. Low Performing Districts

  17. Reasons for Low Performing • Administrative reasons such as incapable district education officer • Poor Monitoring at District Level • Late supply of foodgrains • Strike by Head master on issue of burden of mid day meal work

  18. Area of Concern • Delay in release of payment by State Government (first installment 4 months delay) • Delay in payment to FCI • Construction of Kitchen cum store • Requirement of Separate cell for mid day meal as proposed in AWP 2014-15 • Low performing districts be monitored strictly.

  23. Issues As per RTE Act 2009 u/s 19 and schedule thereof clause 2 – building – a kitchen is required where mid day meal is cooked in the schools. National Food Security Act 2013 u/s 5 (b) mid day meal scheme is included. Section 5(2) provides centralised kitchens. Therefore in urban area where meal is cooked and supplied by Centralised kitchen, such school does not require kitchen cum store. So no proposal for kitchen cum store.

  24. Issues National Food Security Act 2013 u/s 5 (b) mid day meal scheme is applicable to local body schools, Govt. schools, and Govt. aided schools. Therefore students admitted under 25% quota to disadvantaged and weaker section in private un-aided schools as per RTE Act u/s 12 (1)(c) are not covered for mid day meal.

  25. Issues Food Safety and Standard Act 2006 (Rules 2011) provides requirement of License for food business operator if turn over exceeds 12 lakhs and registration if turn over less than 12 lakh. In mid day meal where centralised kitchen are working no issue of FSSS act. But in school where mid day meal is cooked – whether license/registration (as case may be) required ? Specific guidelines required to be issued by Govt. of India.

  26. Issues Kitchen Devices be provided as per the number of Students in the school. Existing norms of Rs. 5000 per school is very less to meet requirement for kitchen devices. MHRD may provide one time grants for providing LPG connection in all schools. Regarding the Separate Mid day meal Cell - specific sanction as proposed in AWP&B 2014-15, be given in PAB minutes by Govt. of India.
