  2. INDIA the largest Democracy in the world IS A MESS Luckily - by the grace of GOD - India still survives But it is getting worse every day We experience it every single day of the week

LOOK ANYWHERE …… • Road network - insufficient, and poorly maintained • Railway network is unsafe, dirty, inefficient and corrupt to the core • Housing - We cannot provide to our people – they live and die in slums • Electricity, Gas and Clean Drinking Water - there is always a shortage • Sanitation and Sewage we have no plans– there is filth everywhere • Schools – but without Roofs, Toilets, and Teachers • Skill based training - we are unable to provide to our youngsters • Medical facilities – in our Villages, Tehsils and Districts • Medical Insurance - None

  4. LOOK ANYWHERE …… • Judicial System - 330 lakh cases pending • Crimes against Women and Human trafficking - no special processes • Unhygienic Pollution - Air, Ground Water, Land • 13. Waste Management – Negligible and we do not punish the violators • Flora, Fauna and Wild Life - very poor Management • Farmers (56% of our people) - no support committing suicide • Police Force - a menace to our own PEOPLE • Terrorism – No control • 18. Army, Navy, Air Force and Para Military forces - ill equipped

  6. AFTER 65 YEARS OF INDEPENDENCE WHY THIS SITUATION ?

  7. THIS IS BECAUSE INDIA SUFFERS FROM RAMPANT CORRUPTION / BRIBERY & NO ACCOUNTABILITY

  8. POLITICS HAS BECOME A BUSINESS ABOVE THE LAW USE PUBLIC MONEY with NO ACCOUNTABILITY THE PEOPLE OF INDIA DO NOT TRUST THAT THIS GOVERNMENT THE NEXT, OR ANY OTHER WILL DO ANYTHING THEY WILL ONLY FOOL US AS THEY HAVE – FOR LAST 65 YEARS

  9. SO …. WHAT IS THE SOLUTION ? WE THE PEOPLE OF INDIA USING THE POWER OF THE PEOPLE

THE POWER OF THE PEOPLE • In aproper Democracy the Politicians are truly dependent on The Power of the People • No Government can withstand the Pressure that People can create when they Get Together, SPEAK in one voice, and Demand what they desire • When Gandhi Ji told the British to QUIT INDIA – they knew that their time in India was over • Recently – when 3,000 Students and Women got together at Vijay Chowk –to meet the President – the Government knew what to do FAST TRACK COURT and a NEW ANTI RAPE ORDINANCE was ready in 45 days

  11. BUT HOW DO PEOPLE ACHIEVE THEIR DESIRED PURPOSE ? THROUGH A CIVIL SOCIETY ACTION GROUP “CSAG” A PLATFORM WHERE THE PEOPLE OF INDIA STAND TOGETHER * EXPRESS WHAT THEY DESIRE * PUSH FOR ACTION

OBJECTIVES CSAG • CSAG will be entirely APOLITICAL • We have no association with any Political Party or Group of any kind • CSAG will have no conflict with the GOVERNMENT OF INDIA or PARLIAMENT • This, or next or any other • CSAG will not participate is any Strikes or Bandhs or any work stopping activity • This always costs the country a price it cannot afford to pay

  13. METHODOLOGY CSAG • 1. CSAG will be a THINK TANK on behalf of the PEOPLE OF INDIA • To analyse key issues and translate them into desires of the People, its priorities and present tangible reform actions • 2. CSAG will prepare and present Petitions to the • * President of India • * Chief Justice of India • * Chief Election Commissioner • * Comptroller and Accountant General • * Chief Vigilance Commissioner • These Petitions will be signed and supported by millions of Indians • 3. CSAG will provide Technical support and Advisory service • To the National, State , Panchayati Raj and Local Governments

WILL WORK WITH CSAG Since the Government is unlikely to do anything CSAG is working with the Constitutional Bodies which do not Report to the Government and are directly under the President • Election Commission of India • Central Vigilance Commission • Supreme Court of India • * Comptroller & Auditor General These Constitutional bodies were specially created to act as watch – dogs on the Government to prevent it from acting against the wishes of the People

PURSUITS CSAG • REMOVE BRIBERY / CORRUPTION IN GOVERNMENT • WE NEED TO REMOVE IT AT THE TOP – MINISTERs, MPs, MLAs * • * IT ENCOURAGES SENIOR OFFICIALS – BUREAUCRATS / POLICE • * IT PERCOLATES DOWN TO – OFFICERS / BABUS • * IT THEN SPREADS TO – ALL OTHER AREAS 2. ACCOUNTABILITY / RESPONSIBILTY OF ALL ELECTED PERSONS ALL ADMINISTRATIVE STAFF ENTIRE POLICE FORCE ENTIRE PROCESS OF DELIVERY OF JUSTICE AN INDEPENDENT AUDIT OF EXPENSES AN INDEPENDENT VIGILANCE AN INDEPENDENT CONDUCT OF FREE AND FAIR CONDUCT OF ELECTIONS

  17. ELECTION COMMISSION OF INDIA CSAG The FREE AND FAIR PROCESS OF ELECTIONS has been fully undermined India has only a NAAM KE VASTE Democracy

  18. APPOINTMENT OF CONSTITUTIONAL / SENIOR BUREAUCRAT POSITIONS CSAG 1. Governors / Lt Governors 2. CEC/ECs, CAG, CVC/VCs • SENIOR IAS / IPS OFFICERS These causes many problems - as the State sees such people with suspicion The appointment of these persons should be done by a Collegium of: * Prime Minister * Leader of Opposition in Lok Sabha * Chief Justice of India The CAG and CVC have no scope of any further appointments The CEC does not have such a limitation - must be done immediately. IAS / IPS Officers should have a Fixed Term of service

  19. RECOMMENDATIONS OF 2nd ADMINISTRATIVE REFORMS COMMISSION CSAG The President of India constituted the 2nd Administrative Reforms Commission in August 2005. It has submitted 15 Reports so far and has already recommended the structure of Local Self – Governance / Panchayati Raj Institutions In spite of above – we do not see its implementation and huge gaps in between It is most important that we implement the Panchayati Raj system so that we can get the Accountability of our Administrative System in proper place

CHIEF VIGILANCE COMMISSIONER CSAG WE NEED AN ORGANISATION TO CONTROL CORRUPTION There has been an endless debate on LOKPAL / LOKAYUKTAS The CBI has already been called a “Caged Parrot” by the Supreme Court 1. We already have the Central Vigilance Commission (CVC) The CVC should be empowered to function as the LOKPAL The CBI should be placed under the CVC 2. We already have the State Vigilance Commissioners (SVC) The SVC can be the LOKAYUKTA The Anti Corruption Bureaus (ACB) should be taken over by the SVC

  21. COMPTROLLER AND ACCOUNTANT GENERAL CSAG THE CAG REPORTS ARE SENT TO THE PUBLIC ACCOUNTS COMMITTEE 1. These Reports are endlessly debated and there is no ACTION TAKEN 2.These Reports should be sent to Chief Vigilance Commissioner (CVC) Action should be taken within 3 months 3. The CAG should audit the following: * All winning candidates in Elections of MP’s / MLA’s * All Political Parties

  22. SUPREME COURT OF INDIA CSAG THE PROCESS OF DELIVERY OF JUSTICE IS VERY SLOW

  23. REALIZES CSAG THAT THERE ARE MANY MORE PROBLEM AREAS BUT WE BELIEVE THAT ONCE THE PROBLEMS OF BRIBERY / CORRUPTION & ACCOUNTABILITY / RESPONSIBILITY - ARE IN PLACE – A LOT OF OTHERS WILL ALSO START GETTING SETTLED

  24. NNFI – National Network for India CSAG • NNFI Trust, New Delhi has been working on these issues for over 11 years • We are willing and able to take on the role of anchor to set up CSAG • 1. NNFI already has the following: • * Team of knowledgeable , committed people of proven integrity • * Large PAN INDIA network of like-minded people who are already working towards the • the same goals, but each functioning on its own • 2. NNFI has contacts with close to 100,000 people in most Districts of India • * We also have a large network of people outside India • NNFI has already created our own Website < ciri.org.in > • We are in a position to provide all our resources to build up CSAG

  25. CSAG – RESULTS SO FAR CSAG NNFI working together with our Associates , have achieved the following so far: • ELECTORAL REFORMS • 1. Petition sent to Chief Election Commissioner for ON LINE filing of applications • Follow up meetings with CEC • 2. Supreme Court ordered NOTA • Following up orders in progress • 3. Supreme Court ordered all MP’s / MLA’s disqualified for 6 years on conviction • 4. CIC ordered that all Political parties to be under RTI

  26. CSAG – RESULTS SO FAR CSAG NNFI working together with our Associates , have achieved the following so far: B. LEGAL PROCESSES 1. FAST TRACK COURTS for Rape Cases 2. Rs 150 crores sanctioned for setting up GRAM NYAYALAS 151 Gram Nyayalays notified 3. Rs 955 crores sanctioned for E COURTS Video conference facilities started in courts 4. 1,800 Lok Adalats approved

PROGRAM DIRECTORWe have very accomplished / experienced people People who know the issues and ability to execute People who will be Accountable for the results C. RESEARCH ASSOCIATEYoung, Dedicated and Committed to assist the Team * We need a small but well equipped office with Internet, Telephones and Conference facilities
