  9. Lesson 2-6: The Call for Change The Farmers Shays and His Followers Call for a Convention could not earn enough money to pay their debts and taxes. rebelled in 1786. The Militia restored order. Closed down the courthouses. The rebellion shocked Congress into calling a convention to look at how the government functioned. Seized the federal arsenal at Springfield, Massachusetts. Lost their farms because they were taken away and sold. Most states worked with farmers except Massachusetts. Farmers protested.

The rebellion frightened many Americans into believing that the “absence of power” in the federal government was a fatal weakness and a more efficient and powerful government had to be created.
