  2. Summary of Activity Since Last Report Sought feedback from a NANC member that wanted to further consider the white paper Received little feedback on the paper and no suggested edits 2

White Paper: Toll Free Resources - Allocation, Assignment and Management (FTN-005) The analysis concluding with this “white paper” considered the significance of the issues, and examined ways of protecting Subscriber rights, including Subscriber identify, how is that entity identified, and how to ensure it maintains control of their assigned number(s). Potential solutions described are methods of introducing control mechanisms to the Toll Free assignment paradigm, which includes models for allowing direct number transfer between Subscribers. The FoN analysis considered: Reinforcement of Subscriber rights & Resp Org obligations. The potential use of tools to eliminate gaps, including the use of one or more property rights models, e.g., DMV. The FoN can go no further unless it obtains input from the broader Toll Free industry stakeholders (outside NANC) . 3

White Paper: Toll Free Resources - Allocation, Assignment and Management (FTN-005) • Therefore, the FoN recommends this White Paper, or a version acceptable to the NANC, be circulated for comment to the broader Toll Free stakeholders, including the SNAC, a committee under ATIS, the SMS/800 Management Team (SMT), and various Toll Free Subscribers, for analysis, comment and input. • With the support of the NANC, the FoN could then analyze the input, continue its collaboration with industry stakeholders, and evolve this White Paper into an analysis for further consideration by the NANCas either a white paper or potential recommendation of specific actions by the FCC.

  5. Next Steps • Determine if the NANC wants to distribute the White Paper. • Identify the points to be made in the cover letter, and who will collaborate to prepare the cover letter for NANC’s approval post meeting via email.

Future of Numbering WG Mission • To explore changes to the environment, including new and future technologies, the impact of market place and/or regulatory changes and innovations on telephone numbering. Scope: • The Working Group will investigate new telephone numbering assignment approaches and future telephone number assignment requirements. The Working Group will identify common criteria and gather data to identify trends and their impact upon numbering resources. The Working Group, if necessary, will analyze opportunities to determine the feasibility and benefit of each and report its findings to the NANC. The Working Group will also analyze various topics that may be given to it from time to time by the NANC and/or FCC.
