  2. Minimum Staffing Requirements • At least two staff members needed to: • Response to incidents • Write emergency amendments • Maintain communications with licensees Minnesota kept two managers on board

  3. Agreement State Plan • Asked Minnesota for a plan: • Bring back staff members • Get outside assistance • Evaluate workload Innovative plan developed by the State

  4. NRC Recourse if… • If Minnesota was not able to effectively operate the Agreement State program: • SA-112 “Emergency Suspension of a Section 274b Agreement” • Order drafted by General Counsel

  5. Good Outcome • A “special” Periodic Meeting was not necessary • After 20 days, the shutdown was lifted • No significant “tests” of program
