    3. 3 Purpose of Consolidation - Recap The Office of Energy Efficiency and Renewable Energy (EERE) determined that to more efficiently and effectively manage EEREs deployment and outreach activities to consolidate these efforts in two offices: Golden Field Office (GO) National Energy Technology Laboratory (NETL) Operational efficiencies were the one of the main reasons cited for consolidating EERE operations in the field. Prior to consolidation, the integration of R&D activities with deployment was not present; therefore the integration of the deployment work with the R&D work at each PMC location makes the best use of synergies between staff that support these functions.Operational efficiencies were the one of the main reasons cited for consolidating EERE operations in the field.     6. 6 Programs, Projects & Procurement 10 Programs in EERE; most focus on end-use sector or technology, e.g., Building Technologies, Industrial Technologies, Solar Energy Each Program managed by a HQ Program Manager Programs contain many Projects or activities Projects managed by a PMC Project Manager Projects awarded by PMC Procurement to Recipients, e.g., State Energy Office, Weatherization Office This slide is attempting to describe the differences between program and project management. Programs are managed by HQ at a national level Projects are managed in the field.     7. 7 DOE HQ Organizational Structure This slide depicts the relationship between the HQ offices and the virtual PMC. In the case of the Golden Field Office, they report organizationally to Rita Wells/ DAS/BA, yet are responsible for awarding and managing projects for the 10 program offices in TD.This slide depicts the relationship between the HQ offices and the virtual PMC.     9. 9 Program Implementation Responsibilities This slide describes the current division of program implementation between the two PMC sites. Need to note the distinction of the sub-programs managed at each site (i.e. Industrial and FEM/BEMP at NETL and Native American at GO). Need to mention that GO also is maintaining the National Parks management related to the Clean Cities program now managed by NETL (not reflected on the chart).     10. 10 This slide is an attempt to graphically illustrate the division of program implementation between the two PMC sites, yet the assignment of states to each PMC site for WAP and SEP projects. Important Points: Both GO and NETL will have national responsibly and working relationships with all 50 states and 5 territories for all programs, except for WAP and SEP. The GO will manage projects with WAP and SEP for the states formally a part of the Western, Central and Mid-West Regions. NETL will manage projects with WAP and SEP for the states formally a part of the Mid-Atlantic, Northeast and Southeast Regions.     17. 17 Intergovernmental Programs and Outreach Division (IPOD) Provide project management and outreach to EERE programs. Provide targeted technical assistance, training and program development assistance in partnership with customers and stakeholders in the field. Provide states and other customers with tools to analyze energy, environmental and economic impacts. Serve as a resource, catalyst and customer broker for technology deployment and partnerships.

    18. 18 Intergovernmental Team: GO Responsibilities: Manage and monitor formula grant activities awarded to States in the West for: State Energy Program (SEP) and Weatherization Assistance Program (WAP). NETL responsible for SEP & WAP procurement. Provide Federal Energy Management Program (FEMP) outreach and technical assistance nationally to federal agencies implementing energy efficiency and renewable energy projects.
