  3. Working Group ReportsQSEWG • One PRR finalized that will be reported through PRS • One PRR not submitted due to low Cost/Benefit • New assignment given by WMS on RPRS to find anomalous procurement dates

  4. Working Group ReportsQMWG • RPRS procurement process does appear to reflect the intentions of the market participants with two areas identified for improvement • Development of metrics to screen contingencies with no solution. • Method for identifying online units targeted for non-spin reserve service.

  5. Working Group ReportsCMWG • Recommends keeping the same CSCs except for the North to Northeast • Results in zones similar to 2006 with NE becoming part of the North Zone • About 250MW of load shift (excluding NE zone) • WMS supported CMWG by vote and recommends the Same to TAC

  6. Working Group ReportsCMWG • WMS recommends that the ERCOT Board and TAC approve five CSCs and four Congestion Zones for 2007. • The CSCs should be the same as 2006 except for the elimination of the Farmersville Royce double circuit.

  7. Working Group ReportsDSWG • Updated WMS on issues related to Load Participation Docket at the PUC. • Re-affirmed Chair Mary Anne Brelinsky and approved new Vice Chair Nelson Nease

  8. Task Force Reports • GATF – Confirmation of Vice Chair only (Henry Durrwachter) • RPRS (On loan from PRS) update only – examining procurement and allocation issues • Halleluiah, the Frequency TF did not meet

  9. ERCOT Staff Presentations • CSC Utilization • Error in PRR666 formulation • SCR747 – Removal of Price Administration for Zonal Congestion • Vendor input on Co-Optimization

  10. WMS Motion on Co-Optimization • The WMS has found that while it would be feasible to implement either of the forms of Co-Optimization, the impact on the cost, schedule and risk associated with implementing the option outweighs the potential benefit of doing so in the initial implementation. For this reason, the WMS recommends that the initial implementation of the Texas Nodal Market not include either Sequential or Real Time Co-Optimization.

  11. Support for NERC CEH Program • WMS supports the development and administration of a North American Electric Reliability Council Continuing Education Hours program. ERCOT System Operations will submit a budget to provide CEHs to attendees of the annual ERCOT Training Seminar and Black Start training starting in 2007. ERCOT System Operations Training Department will submit a budget for additional resources if it is necessary to provide NERC CEH for Market Participant certification.
