  2. 3 Types of Reservists • 1.Ready Reserve • Selected Reserve (SELRES) • Drilling Reservists – in pay status • Full Time Support – active duty status (formerly TAR) • Individual Ready Reserve (IRR) • Drilling Reservists – non pay (VTU) • May be mobilized • Can get paid ADT • Active Status Pool (ASP) • Do not drill, but can earn drill credit • via correspondence courses • Promotable

  3. 3 Types of Reservists • 2.Standby Reserve • Non-participating status • If insufficient RR, could be mobilized (approval of service Secretary and SECDEF) • Active Status List (S1) • Temporary hardship or members of Congress • “Key” personnel (civ) critical to national security • May train without pay for retirement points only • Eligible for promotion • Inactive Status List (S2) • Skills possibly needed in the future • May not train for points or pay • Not eligible for promotion

  4. 3 Types of Reservists • 3.Retired Reserve • After 20 “good” years (all drills and AT) • Common for officers to stay 30 years or longer • Draw pay and benefits at age 60 • Retirement pay based on number of points/days served on duty times conversion factor

  6. BSO 18 RC Commands • 10 OHSUs • Bethesda, Bremerton, Dallas, Great Lakes, Jacksonville, Camp Lejeune, Pendleton, Pensacola, Portsmouth, San Diego • 2 RC FDPMUs (East and West) • NR NMSC / Rapid Response Unit (RRU)

  7. How to Obtain Support

  8. Annual Training (AT)* • Typically 12-17 days per year (up to 29, when funding available) • MTF support, OJT, coursework, exercise/mission support * Title 10 Entitlement

  11. Benefits of MEDRUP • Prevents surprise or unnecessary ATs • Prevents boondoggles • Fosters AC/RC planning • Allows monitoring of resource utilization

Receiving Command Responsibilities • Utilize Operational Support Office (OSO) • Valid requirements • Sufficient lead-time • Proper chain • Plan ahead (privileging, etc.) • Provide reporting instructions to reservist (e.g., directions, berthing, and messing information; reserve section on web page?) • Training / orientation • Gainful employment • Treat as regular support staff and enable for maximum integration

  13. Inactive Duty Training Travel (IDTT) • Based on budget and availability – CNRFC • Pays travel and per diem (in conjunction with drill periods) • One day availability

  14. Active Duty for Training • Primary Purpose of ADT: • Train in your Career Field • Maintain Readiness/Mobilization Skills • Secondary Purpose of ADT: • Support the Fleet • Earn Money/Retirement Points • Funded by BUMED M10

  16. Active Duty for Special Work (ADSW) • Based on budget and availability – BUPERS (CNRFC) • Up to three years, normally six months at a time • Submitted and Adjudicated using: • ADSW Requirement Information Sheet • By Name Request for Orders (NAVPERSCOM PERS-4G2) • Statement of Understanding (NAVPERS 1070/613) Requests: MTF  Regional OSO  BUMED  BUPERS Sample ADSW Requirement Information Sheet

Mobilization • Mobilization • Presidential Reserve Call-up (PRC) – Persian Gulf 90-91, Haiti 94-96, Bosnia 95-04, Iraq 98-03, Kosovo 99-present • President, then notifies congress (24 hours) • Involuntary: up to 200,000 Ready Reserve • Up to 365 days • Partial Mobilization – Persian Gulf 91 • Service secretaries / Involuntary • Involuntary: up to 1,000,000 Ready Reserve • Up to 24 consecutive months • Full Mobilization • No limit to number of personnel (can include retired reserve) • Duration of war/emergency + 6 months
