Low Income Energy Efficiency / Strategic Plan Goals 2009-2020 ‘California Long-Term Energy Efficiency Strategic Plan’: • By 2020, 100% of eligible and willing low income customers will have received all cost-effective Low Income Energy Efficiency measures and LIEE program will be an energy resource by delivering increasingly cost-effective and longer-term savings. Recently Signed SB 695 (Sen. Kehoe): • “The commission shall, by not later than December 31, 2020, ensure that all eligible low-income electricity and gas customers are given the opportunity to participate in low-income energy efficiency programs, including customers occupying apartments or similar multiunit residential structures.”

Strategic Plan Strategies (2009-2011) • Coordinate LIEE WE&T with Federal programs (The Green Jobs Act of 2007) and other state agencies • Incorporate the LIEE training needs into the Workforce training needs assessment • A trained LIEE workforce will accommodate future job demand and educate their communities in energy efficient practices

Perceived Workforce Need • LIEE Program is funded to service ≈1.12M eligible homes in 2009-2011, which is about 25% of the total # of CA LI homes. • Data suggests that the IOUs can meet these goals with current LIEE contractor workforce, but this is not definitive. • Growth of home retrofit industry may increase the LIEE program’s need for more weatherization workers. • Too early to tell.

The LIEE WE&T Pilot 2009-2010 • Decision (D.) 08-11-031 authorized and set forth the requirements for the LIEE WE&T Pilots to be conducted during 2009 – 2011. • Designed to recruit and train residents of disadvantaged, low-income communities to install energy efficiency measures as part of the LIEE program, resulting in skill development, job opportunities and professional certification for participating residents. • The training program is carried out with involvement by an Investor Owned Utility (IOU), an accredited educational institution and a current LIEE contractor. • Each pilot will serve as a model for possible statewide implementation in the 2012 – 2014 LIEE budget cycle to drive green collar job creation. • Data on the Pilot outcomes will be tracked and reported on a monthly basis to provide important knowledge for the further development of “green collar job” training programs outside the scope of the LIEE program. • Total budget for Pilot is $300,000, which does not include the 60 percent of funding which should be obtained from outside sources.

The LIEE WE&T Pilot Goals • Pilot Goals • An accredited educational institution, an IOU, and a LIEE contractor must come together to create a certificated curriculum to train low income persons to become LIEE implementers • Develop a curriculum that is replicable statewide and create a certificate that is recognizable statewide • Reduce unemployment in disadvantaged populations while simultaneously increasing the hiring pool for the ambitious 2020 LIEE goals

The LIEE WE&T Pilot Participants Winning Bidders • Los Angeles Trade-Tech College (LATTC) (Southern California Gas Company) • $174,690 fund request (outside funds from LATTC funds, LACCD Federal Green Job Corps Grant funds) • 87 trainees, $2008 per student • San Francisco Office of Economic and Workforce Development (OEWD) / City College of San Francisco (Pacific Gas and Electric) • $100,000 fund request (outside funding from OEWD Workforce Investment Act funds) • 33 trainees, $3,030.00 per student

The LIEE WE&T Pilot Status • Pilot Status • November 2009- Memorandums of Understanding executed by Parties • December 2009- Contracts reviewed and executed by Parties • January 2010 - Program recruitment and curriculum finalization with IOUs and contractor input. • January 2010 - Classes scheduled to begin at LATTC • March 2010 - Classes scheduled to begin at SF OEWD/CityBuild • Pilot Outcome • December 2010- The parties will submit a Final Report and Program Review/ Evaluation to determine Best Practices and Recommendations • Recommendations will be used to create a statewide curriculum and workforce training program resulting in a certificate that is recognizable statewide among all IOUs

LIEE WE&T Pilot Curriculum (overview) • Soft Skills (customer relations, etc.) • Contextualized (construction/trade) Math, English • Weatherization, water, lighting, insulation, heating, cooling measures • Natural gas appliance testing (NGAT) • Internships / On-the-Job Trainings with LIEE contractors
