-Recognize all players/sectors have and add value

-Discard the “us versus them” attitude

-Start early and communicate often

-Everyone on same page, upfront

-Spot potential problems early, develop resolution

-Involve all stakeholders to the extent possible

-External (GAO, OMB, SBA, Hill)

-Reform in support areas (Security, General Counsel,
