Cameron County Coastal Parks Master Plan • In 2015, Cameron County Commissioners Court adopted a Coastal Park Masterplan for County Parks located on South Padre Island. • The Coastal Park Master Plan included improvements to Isla Blanca Park, Andy Bowie Park, and E.K. Atwood Park. • The Master Plan was developed with the assistance of public participation and user engagements • A thorough collection of information and ideas was gathered in public surveys, a public meeting, park employee meetings and county official meetings. • Cameron County is currently investing approximately $30 million in Coastal Park Improvements.

  3. E.K. Atwood Park Improvements • E.K. Atwood Park located at Beach Access No.5 was the first coastal park that received improvements. • The total cost for the improvements was approximately $4 Million Dollars. • Improvements included: • (elevated plaza structure with five pavilions and picnic tables, two restrooms, community rinse stations, two new dune walkover structures, four designated parking areas for food truck concessions, permeable parking and other associated improvements. • Elevated structure with views of both the bay and the beach.

  6. New Park Amenities TrueGrid Permeable Pavers Parking Lot & Sidewalks • The parking area has ADA parking and is constructed using a pervious paving system that is environmentally friendly. The parking lots unique construction is designed to reduce storm water run-off by allowing rain water to infiltrate through the pavement and subsoil beneath, resulting in much cleaner run-off water making its way back into our water ways and groundwater.

Isla Blanca Park Improvements • Cameron County is currently working on renovations to Isla Blanca Park • The total cost for the renovations will be approximately $26 Million Dollars. • Improvements include: • Amphitheater and Multipurpose Building • Relocation and Reconstruction of New outdoor Pavilions (bathrooms, rinse stations, beach access walkovers, food truck spaces, concessions buildings, shade structures, resurfacing of existing asphalt and concrete parking lot pavements to permeable pavement) • Approx. 2000 LF - 20’ wide lighted board walk.

Isla Blanca Park Improvements • The building is approximately 6800 square foot and is designed with a large multi-purpose room that can be divided into two smaller rooms. • The new Multi-Purpose Building will be equipped with audio visual capabilities for viewing videos, presentations, movies, etc. • Capability for 1 or 2 events simultaneously • Total seating capacity = 260 • Catering style kitchen • Balcony overlooking amphitheater

  10. Isla Blanca Park Improvements • Located on the Dolphin Cove Area overlooking Brownsville Ship Channel • Total seating Approximately 4,000 • 700 covered seated area closest to stage • 3,300 lawn seating area • RV hookup for performer • Food truck hookups

  13. Coastal Park Improvements • Renovation of over 700 RV Sites making the RV one of the largest in the Country • EK Atwood Pavillion– Elevated structure with views of both the bay and the beach. • The parking area is constructed using a pervious paving system (aggregate with geogrid).

  14. Dune Mitigation • Due to the relocation landward of the proposed pavilions and renovations at Isla Blanca Park and in order to better protect the new improvements, the County is mitigating 19,000 CY of dune volume and 193,723 sf of dune vegetation.

  15. Dune Mitigation • The dune mitigation is a collaborative effort between the General Land Office, UTRGV, Texas A & M Kingsville, and Cameron County. • TAMUK is harvesting native vegetation and will be replanting it to stabilize the new dunes. • UTRGV students are providing project management and surveying support while the Cameron County Public Works are providing labor and heavy machinery.

Dune Mitigation Some of the challenges posed by the Dune Mitigation project include: • Sand storage • Parking space mitigation • Accessibility to the beach • Allocation of space for vegetation nursing Partnerships and communication with contractor, TAMUK, UTRGV and GLO has aided in finding solutions to these challenges.

  17. Isla Blanca Park Other Improvements • Isla Blanca RV Improvements • Paving overlay of streets where RV layout is not changing • New paving and utilities (electrical, sewer & water) • Addition of 83 new RV slips
