Support for natural and manmade disasters, military exercises, peace keeping operations, and wartime operations when requested by military commands or when tasked by DOD To serve as the liaison between AAFES and military commands and provide unclassified operational military information to the company as a whole to allow better support of military operations To interface with other directorates in AAFES to coordinate comprehensive uninterrupted support for all contingency operations Contingency Mission 4

Strategic Partnerships Goals • AAFES Contingency Plans supports Military Troop exercises (Real World Support/Master Scenario Event List (MSEL), deployments, and disaster relief missions CONUS and OCONUS with Retail/Services/Fast Food Support • Class VI, basic personal comfort items, to other services – to increase quality of life while away from home station • Establish Strategic Partnerships with Exercise Directorates J7/G7/A7 • Joint Staff National Guard Bureau • Combatant Commands US Army Reserve Command • Air Force Commands US Army Forces Command “We Go Where You Go” 5

Types of Contingency/Exercise Support Direct Operation Exchange–Tactical (DOX-T) AAFES Operated AAFES Imprest Fund Activity (AIFA) Unit Operated Tactical Field Exchange (TFE) Unit Operated Mobile Field Exchange (MFE) AAFES Operated • No AAFES-supplied equipment necessary • Agreement between GM and local Command • Operational within 96 hours of agreement • Soldier run (E7+) • Inventory < $50K • AAFES loans inventory • Unit is responsible for re-supply / accountability • Operated by AAFES civilian personnel • AAFES provides merchandise & operating supplies /equipment • Expanded services • Barber • Phone • Alterations • Concession • Food operations • AAFES-supplied cash register, server, IT equip • Operational within 14 days of agreement • Unit run • Large inventory ($100K +) • Accountability rests with responsible officer/NCO • Formal training • Supports tactical ops & exercises • Deployed within 48 hours of request • AAFES-supplied merchandise & operating supplies /equipment • Satellite IT capability (new model) • Supports disaster relief efforts and contingencies …anytime, anywhere 6

Lessons Learned (Natural Disaster) AAFES should have an LNO at COCOMs or supporting commands for first critical days after natural disaster MOU between supporting COCOM/AAFES must be distributed to ground commander to understand their role in supporting AAFES Establish finance procedures   Coordinate with military to establish a deposit schedule (security/transportation) Logistical challenges Coordinate with military to create a “supply and re-supply” plan (sea, air, and land)  10
