GOA • Goa lies between 14 - 16o North latitude and 73-75o East longitude on the West Coast of India. • Climate is warm and humid tropical with cool and pleasant weather in winter months. • Average annual rainfall is 3000 mm. The total rainfall received during the year 2010 was 3092 mm. • The highest and lowest temperatures are 35o C and 15o C. • Relative humidity varies from 95% to 51%. • …contd..2..

The terrain is undulating with diverse soil conditions. • Agriculture is pursued by about 16% of the population. • The geographical area of the State is 3,70,200 Ha. • Total cropped area is about 1,60,320 Ha. having 34.39% area under food grain crops and balance 65.61% under commercial/horticultural crops including vegetables. • Net sown area is 1,31,587 Ha.

  4. RABI 2011 ASSESSMENT& KHARIF 2011-12 PROSPECTS • Rabi crop stand is good • There is no major incidence of pests and diseases. • Good yields are expected during Kharif season, if normal monsoons are received.

SEED REPLACEMENT RATE (SRR) • Seed availability affected due to unseasonal rains during Kharif, 2010. • Inceasing trend particularly in paddy. • 50% subsidy on paddy, pulses, groundnut and vegetable certified/quality seed under State Scheme. • Linkage with Mega Seed Project Scheme of State Indian Council of Agricultural Research Complex Institute to produce TL Seed.

SEED PRODUCTION • No State Seed Corporation or Certification Agency. • Seed sourced mainly from NSC. • Local Indian Council of Agricultural Research Complex Institute procures breeders seed. • Multiplication under Mega Seed Project Scheme. • Breeders seed progeny to Agriculture Department for producing TL Seed.

  10. SEED PRODUCTION • Works well for paddy. • To enhance linkage for groundnut • 9% of pulse area under local cowpea. Multiplication programme for higher yielding strain planned in Kharif and Rabi.

SEED SITUATION FOR KHARIF, 2011 • Arrangements in place with NSC for major supply. • Subsidy on certified seed at source through identified Farmers Co-operatives. • Requirement and availability • Paddy 3890 qtl • Urid 3 • Moong 5 • Groundnut 50 • Cowpea shortage to be countered with TL seed of improved local strain.

  12. FUNDS UNDER SEEDS DIVISION SCHEMES • No scheme under implementation at present. • No pendency of utilization certificate.

  13. VARIETAL REPLACEMENT RATE (VRR) • Seed minikit programme linked with results of local Indian Council of Agricultural Research Complex Research trials. • Karjat-3 as replacement for past Jyoti. However, lower rate in market. • No good replacement for Jaya till now, • Minikit trials to be taken up of red kernelled short/medium duration.

  14. QUALITY CONTROL ARRANGEMENTS ON SEED • Single Seed Testing Laboratory. • No full time staff/trained staff posted due to staff shortage. • Tests only for germination/physical purity conducted at present. • No notified seed analyst.

  15. ADVANCE ACTION FOR RABI 2011-12 • Exercise underway. • Strengthened programme for TL seed. Multiplication of paddy, local cowpea and groundnut by Department. • Rainfall pattern in Kharif will have an impact.

  22. FERTILIZERS (availability, testing, INM) (i) Scheme of concessional sale of Decontrolled Phosphatics & Potassic Fertilizer to the Farmer. The highlights on the achievements made under the above scheme during 2010-11. upto January 2011 …contd.2..

FERTILIZER In terms of NPK (MT) for Kharif 2011N-2676 P-2453 K-1541Actual Distribution of fertilizers during Kharif 2010N-2371 P-1530 K-1221 FERTILIZER QUALITY CONTROL DURING 2010-11 Samples drawn by Fertilizer Inspector are sent for analysis to Central Fertilizer Quality Control Laboratory, Navi Mumbai. During the year 2010-11, 46 samples were sent for analysis.

  26. QUALITY CONTROL OF MICRONUTRIENT FERTILIZERS • The State has only one Micronutrient Fertilizer manufacturing unit, which is marketing its product outside the State. Zinc, Magnesium and Boron have been identified as deficient in Goan soils and have been recommended to be used in straight micronutrient fertilizer form. • Use of Organic Manure is being promoted through supply of compost to farmers towards soil health improvement. • Preparation of on farm compost/vermicompost is encouraged through incentives given for infrastructure set up for compost units.

  27. INTEGRATED NUTRIENT MANAGEMENT (INM) • Regular soil samples are collected and analyzed for macro and micro nutrient deficiency. • soil health cards are issued to the farmers by recommending appropriate fertilizer dose. • The State has 2 STL with a capacity to analyse 25,000 soil samples every year. • During the year 2010-11 17609 samples were analyzed for nutrient and health cards issued.

  35. The awareness of Micro Irrigation Scheme (MIS) can be seen as over the period of time, the area has increased. It is expected that there will be significant increase in area in the next couple of years IMPACT OF MICRO IRRIGATION SYSTEM ON CROP PRODUCTIVITY

  36. PERCENTAGE OF DIVERSIFICATION OF CROPS There is no significant diversification as Micro Irrigation Scheme (MIS) programme is mainly implemented in intercrop cultivation such as Arecanut, Coconut, with Banana and Spices

  37. CHANGES IN PATTERN OF CROP PRODUCTION Not much of changes have been noticed

  38. AREA COVERAGE UNDER HIGH VALUE CROP The area coverage under high value crop is minimum.

  39. The crop intensity is same and the farmers are going for Micro Irrigation in their horticultural crops only. However, during 2009-10, Drip Irrigation is promoted in sugarcane crop in an area of 2.53 Hectares and area coverage under sugarcane drip during 2010-11 is 10.71 ha INCREASE IN PERCENTAGE OF CROP INTENSITY

  40. INCREASE IN NET IRRIGATED AREA There is no significant increase in the net irrigated area.

  41. PERCENTAGE OF INCREASE IN FARMER’S INCOME Percentage of increase in the farmers’ income has risen by 15 – 20%

Low subsidy was provided in the initial year, it was not beneficial and this gave wrong message to the farmers in general • The area coverage in Goa being small, Drip irrigation companies are not keen to work in Goa and installation prolongs for months due to which farmers lose interest in the system. However, due to provision of 90% subsidy on drip (additional 40% under State Sector) and provision of subsidy at source, there is rising trend under the drip component. Bottlenecks

  43. Micro Irrigation in form of Micro Sprinklers/Jets as reported to be more beneficial in Goa instead of Drip Irrigation due to lighter soil and limited horizontal movement of water. Bottlenecks

  45. MARKETING Registrar of Cooperative Societies /Department of Cooperation is involved in the matter of Agriculture Marketing of notified Agricultural commodities through Agriculture Marketing Board Margao and seven other market sub yards with infrastructural facilities at important Taluka head quarters.

  46. So far 21 agriculture commodities comprising of Coconut, Cashew nut, Betelnut, Banana, Milk etc. have been notified by the Government for regulation in Goa and trading in these commodities is regulated by issuing licences to the traders/Market functionaries.

The Goa Agricultural Produce Marketing (Development and Regulation) Act 2007 has been framed based on the model Act prescribed by GOI which incorporates reforms allowing direct marketing ,Contract Farming and establishing private Mandis/Markets etc.On approval of the proposed rules, the act will be implemented

Best practices adopted by the State • In order to increase the replacement rate of seed like paddy, groundnut, pulses and vegetables, the State Government provides 50% assistance at source through the network of Cooperative Societies (PPP Mode). • The creation of infrastructure for irrigation is boosted by providing additional assistance to bring the total subsidy to atleast 75% for construction of new wells, establishing sprinklers, drip irrigation and pumpsets.

  49. Best practices adopted by the State Cont… • Fencing to protect cropped area with assistance of 50% for protection against stray/wild animals, including for solar power fencing which is at 90% subsidy.
