  2. Local issues in EE • LRAs are responsible for the majority of public buildings • Building comfort is below standards • Need for tailored approach in financing and design • National rules should facilitate tackling local issues • Low interest if not eligibility criteria

EE in public buildings • Need for technical assistance from the government for all climate zones • Support and incentives for piloting • Add building comfort to evaluation • Public works cost standards shall be updated reflecting Energy Policy • County level integrated projects for EE, with TA from the EIB

  4. Opportunities for EE • In Harghita county the county’s energy agency supported local authorities • Study visits • Road map • Project drafts • SEAP initiated • Use EU Funds and initiatives for knowledge transfer, networking and innovation
