  3. Federal Beach Nourishment • Great program !!! • Can provide up to 65% funding • 100% funding for storm damaged nourishment • The Corps has done a good job on the projects that have had timely authorizations and continued funding

  4. Federal Beach Nourishment • Uncertain and reduced funding levels often stall much needed projects • Lacks support of OMB • Homes and infrastructure are vulnerable while we wait and could be lost or damaged

Water Resources Development Act of 1992 Section 206Construction of Shoreline Protection ProjectsBy Non-Federal Interests (a) Authority – Non-Federal interests are authorized to undertake shoreline protection projects on the coastline of the United States, subject to obtaining any permits required pursuant to Federal and State laws in advance of actual construction.

  17. PUBLIC LAW 84-99 • PL 84-99 Emergency Flood Protection Act of 1965, as amended, authorizes response before, during and after a disaster. This included repair of damaged Federally-Authorized and Constructed Beach Nourishment Projects.

  22. Problems with 206 • 206 agreements can be delayed • Federal reimbursement could be delayed • A federal permit is needed

  23. Why consider using the 206? • Can maintain progress when federal funding is delayed • Eligibility for federal funding preserved for interim projects • Better control of project details and schedule

  24. Summary and Conclusions • 206 is a tool that can be used to reduce delays in your federal erosion control project • Interim emergency projects can qualify for federal reimbursement • With uncertain federal funding, 206 can maintain program and progress
