  1. Developing Alcohol and Drug Related Education of Professionals in Finland Marjaliisa Havio Senior Planning Officer MHS

BACKGROUND • There has been an increase in numbers of patients and customers with substance use problems in the services of social and health care, in Finland (and globally). • To prevent the risky substance use and the problems from worsening, there is a need for early intervention. • Early intervention requires from the professionals a positive attitude, proper knowledge and skills to take up the topic of substance use with their clients or patients.

  3. Programs and strategies • Alcohol program 2004-2007: • The prevention and care of substance use-related risks, problems and harmful effects require an increase in training and knowledge. • Government Resolution on a Drug Policy Action Programme in Finland 2004 – 2007 • It has been established in several contexts that there are defects in the knowledge and attitudes relating to alcohol and drugs among the staff meeting clients with substance abuse problems.

  4. Continued • An extensive national further education programme should therefore be launched to remedy this defect. It should be examined in the same context how the basic education regarding alcohol and drugs of different groups of professionals could be developed.

  5. Government Resolution on the Health 2015 Public health programme • The health promotion viewpoint must also be taken into more account in the training of all health care professionals, from basic training upwards.

  6. A NEED FOR COMMON GUIDELINES • In 2005 the Finnish Ministry of Social Affairs and Health and the Ministry of Education nominated together a committee on the Development of the the Education in Substance Abuse Prevention and Treatment. • The Committee consisted of representatives of different ministries and educational institutions.

  7. THE COMMITTEE WAS NOMINATED TO • review and assess the present situation of the education for the prevention and care of problems relating to substance abuse • make a proposal for a basic training programme in the prevention and care of substance abuse in applicable educational fields • submit a proposal for a continuing professional education programme

PRESENT SITUATION 1 • The content and extent of education relating to substance use vary between institutions, educational levels and programmes of education depending whether the educational institution • has a teacher interested in the subject • has appointed a teacher responsible for this training • conducts research into substance abuse and its prevention • Some institutions claim that they give education on the subjects of alcohol and drugs but students feel differently.

PRESENT SITUATION 2 • Students of the social and health professions have reported the need to get more education on alcohol and drugs prevention and care • in practice studies they experience the lack of programs and attention to the substance abuse prevention and the problems of the patients or clients.

PRESENT SITUATION 3 • The professionals of social and health care have varying attitudes, knowledge and skills in the subject. • Common guidelines were needed to ensure that students on all levels and applicable fields get consistent training in substance use related subjects regardless of the educational institution or programme. • There was an obvious need to define a minimum content of training related to substance use.

  11. THE MINIMUM CONTENT OF TRAINING RELATED TO SUBSTANCE USE • is intended as a basis for planning and implementing training on all levels • vocational qualifications • higher level studies (universities of applied sciences) • university degrees

  12. THE MINIMUM CONTENT OF TRAINING RELATED TO SUBSTANCE USE • IN ALL APPLICABLE FIELDS (with specific emphasis where needed) • social work • health care • youth free time activities and sports • diacony • primary education • police and security

STUDENTS NEED • an understanding of alcohol and drug related harm as a risk to public health • an awareness that high-quality multi-professional prevention and minimisation of alcohol and drug related harm will • reduce suffering at individual and family levels, • improve well-being, work capacity and functioning in communities and in the population at large, • increase security in society and • reduce the costs to society

  14. STUDENTS NEED • a shared understanding of the basic issues that creates favourable conditions for multiprofessional co-operation in the fields of education, of support and of helping the population.

THE MINIMUM CONTENT IS MEANT TO GIVE STUDENTS • basic knowledge of alcohol and drugs, their use and related risks and harm • awareness of the their own attitudes towards substance use and related questions • an open professional approach to questions on alcohol and drug use in general and to related problems and problem users

  16. knowledge of the relevant legislation on alcohol and drugs from the point of view of their own (future) profession • knowledge of the regional multiprofessional service network in substance abuse prevention, and care • knowledge of the regional and the local multi-sectoral activities to the extent of enabling participation in them • 7. ability to identify and encounter risk and problem users and their families and friends.

  17. 8. awareness of the importance of early intervention and an ability to implement methods of early intervention in their own professional practice, • 9. ability to help and support clients within their own professional role and to refer them, where needed, further in the system of care and services for substance abusers • 10. an understanding of the importance of the prevention of alcohol and drug related harm at workplaces and • 11. an ability to intervene in substance use in their own work communities.
