INTRODUCTION • Government Type: Kingdom of Cambodia • Capital: Phnom Penh • Location: Southeastern Asia, bordering, Thailand, Viet Nam, and Laos PDR • Area:181,035 sq km • Population : 14.8 Million • Religion: Buddhism • Language: Khmer • Climate: Dry and Rainy Seasons with monsoon • Main customer industry: Garment factory, Medical Industry, Food factory

  4. 2. Roles and Functions of NMC The Metrology law was approved by Royal Degree No. 0809/016 dated August 11,2009 and was established National Metrology Center(NMC). NMC was started on 22nd April 2011 by sub-degree for Managing all activities and services related to metrology such as scientific metrology, industrial metrology and legal metrology. NMC operates under the Ministry Industry Mines and Energy, having the level of a general department and its own specific stamp.

  5. 2. Roles and Functions of NMC (Cont) The activities of these purposes have: 1. Assure a good and fair trade 2. Create the correct use of metrological instruments 3. Assure the best interest of suppliers and users of products good and services. 4. Assure the improvement of the quality of goods, products, services and management 5. Determine the identification removal of Technical barriers to trade and harmonization of trade transactions within the framework of legal metrology. 6. Create a credible environment for the use of metrological instruments in trade activities and other businesses in health, security and environment. 7. Facilitate the development of science and technique for economic development

  7. 4.Goal The preliminary and vital objective is to develop and widen the National Metrology Center (NMC) and Branch of National Metrology (BNMC) in municipalities and provinces in order to meet the legal and technical requirements. Basically, The Ministry of Industry, Mining and Energy (MIME) releases the goals of the metrological development of the kingdom of Cambodia as follows: • Goal1: In 2015, the National Metrology Center (NMC) and the Experimental Metrological Departments of Mass, Volume, Thermometer, and Dimension will be internationally recognized (ISO/IEC 17025) and electricity up to 2018; • Goal2: Until 2018, the branches of NMC throughout 24 municipalities and provinces will be available to standardize the operation and implementation and will be officially checked and balanced; • Goal3: Until 2017, NMC will be internationally recognized ISO/IEC 17020 for the Legal of metrological work;

  8. 4.Goal (cont) • Goal4: After 2016, NMC will have a Metrological Training Center and a library of metrology. • Goal5: After 2016, NMC will have a first Chemical Metrological experiment Department; • Goal6: After 2014, at least metrological tools used for the commercial activities will directly affect the people living conditions through the exploitation of quality and quantity will be regularly, legally, and technically checked; the products and packaged goods trafficked in the markets will be ensured in the quantity requested in the labels and/or the packages; and • Goal7: To publish and to convince all information to people, and economic units, NMC will actively and closely participate in implementing, improving the metrology for The Ministry of Industry, Mines and Energy (MIME) itself, families, villages, communes, and economy.

  9. 5.Vision The Ministry of Industry, Mines and Energy (MIME) has set the concise development visions of the National Metrology as follows: • To improve the metrology to be core components in participating in the development of industry, services, science, and technology in to the vital basis of enforcement of the economic growth. • To harmonize national legislation with regional and international norm to support free trade and international market competition in order to contribute economic development of the country. • To increase, strengthen and expand the capability of NMC and NMC’s branch of municipalities and provinces by improving standard and metrology services in order to provide qualified and build the public trust, assure fair trade competition and ensure consumer protection to be effectively and efficiently.

  10. 5.Strategy In order to reach the above-mentioned visions, the Ministry has set the prior strategies for the National Metrology such as: • Effectively organize the national policies for the metrology and strengthen the implementation of metrology and relevant standardized mechanisms; • Develop the human resources, the capabilities of the institutional affairs, and broaden the regional and international cooperation; • Broadly Publish the all of One-Window laws, standardized administrative affairs, and mechanisms such as the creation of web pages, easily accessible technological systems as well; • Organize public forums and dialogues with private sectors on the public services of metrology;

  11. 5.Strategy(cont) • Make the National Metrology internationally recognized (International Standard Organization(ISO)/International Electro-technical Commission (IEC 17025, ISO/IEC 17020); and • Create a Metrological Training Center and a library of metrology.

Weakness • Lack of human resources and limited of skills: Calibration, testing, pattern approval, and verification. • Lack of facilities (reference standard) to conduct the testing, calibration and verification. • Lack of technical assistance (Experts) • Limited to budget from government. • Lack of Primary, Secondary and Working standards • Lack of budget to procure the requirement standards,
