School-level and districts with only one partnership school On-Track Benchmark Review Status Business Rule Metrics A school that is On-Track has: •Met at least two-thirds (66.67%) of process interim target benchmarks, •Met at least one-third (33.33%) of interim target benchmarks utilizing local data, •Met at least one state assessment interim target benchmark(s), and •Increased its MI Index overall score from the value used in the base identification year. Off-Track with Progress School Level & Districts with One Partnership School A school that is Off-Track with Progress has: Met at least one-third (33.33%) of process interim target benchmarks, Met at least one-third (33.33%) of interim target benchmarks utilizing local data, and Met at least one (1) state assessment interim target benchmark. Off-Track A school that is Off-Track has: Met less than one-third (33.33%) of process interim target benchmarks, Met less than one-third (33.3%) of its interim target benchmarks utilizing local data, or Met none of its state-level assessment data benchmarks. Reference Appendix B of the Comprehensive Guide for Partnership District

Districts with two or more partnership schools On-Track A district is On-Track: Benchmark Review Status Business Rule Metrics •If two schools are in PA, at least one-half (50%) of schools in the agreement are On-Track and neither school is Off-Track as determined by the school-level business rules. •If three schools are in PA, at least two-thirds (66.67%) of schools in the agreement are On-Track and no school is Off-Track as determined by the school-level business rules. •If four or more schools are in PA, at least one-half (50%) of schools in the agreement are On-Track and, at most, one school is Off-Track as determined by the school-level business rules. Off-Track with Progress Districts with Two or More Partnership Schools A district is Off-Track with Progress: If two schools are in PA, both schools are Off-Track with Progress, or one school is Off- Track with Progress and one school is Off-Track as determined by the school-level business rules. If three schools are in PA, at least one third (33.33%) of schools in the agreement are On-Track as determined by the school-level business rules, or at least two-thirds (66.67%) of schools in the agreement are Off-Track with Progress and at most one school is Off-Track as determined by the school-level business rules. If four or more schools are in PA, at least one half (50%) of schools in the agreement are On-Track or Off-Track with Progress and, at most, two schools are Off-Track as determined by the school-level business rules. Off-Track Reference Appendix B of the Comprehensive Guide for Partnership District A district is Off-Track: If two schools are in PA, both schools in the agreement are Off-Track determined by the school-level business rules. If three schools are in PA, at least two-thirds of schools are Off-Track and zero schools in the agreement are On-Track as determined by the school-level business rules. If four or more schools are in PA, at least one half (50%) of schools in the agreement are Off-Track and no more than 25% of schools are On-Track as determined by the school-level business rules.

Final Benchmark Review Summary Report Includes: • Met/Not Met of MI School Index increase • Status Determination of school(s) and district • OPD director, superintendent/PSA leader signatures • Completed within 10 business days of MI School Index Public Release Final Benchmark Review Summary District Presentation to Community/Board of Education • Using the Final Benchmark Review Summary Report, the district shares the progress made and status of the partnership agreement. • Completed within 60 business days of signing the Final Benchmark Review Summary Report. District Presentation to Board/Community
