  2. Background • ETUCE has raised awareness on harassment and violence at schools • ESHA have highligted the importance of the risk assessment in schools • Schools have a social responsibility to stand for principles of dignity and respect • Complex social and environmental factors cause violence

  3. THERE IS NO SINGLE SOLUTION TO THE PROBLEM

  4. NEVERTHELESS: WELL-BEING OF SCHOOLS (PUPILS AND EMPLOYEES) IS OF VITAL SIGNIFICANCE IN THE EDUCATION • THEREFORE: WE HAVE TO STRIVE TO GUARANTEE NON-VIOLENCE CIRCUMSTANCES (INCL. NO BULLYISM, NO HARASSMENT) IN OUR SCHOOLS

  5. COMMON SITUATION IN FINLAND: VIEW OF TRADE UNION • FINNISH EDUCATION SYSTEM TAKES CARE OF THE WHOLE AGE GROUP • TEACHERS’ PROFESSIONAL SKILLS MUST BE UPDATED BY CONTINUOUS IN-SERVICE TRAINING • SCHOOL ADMINISTRATORS COOPERATE MUCH WITH HEADMASTERS AND TEACHERS

  6. 95% OF THE FINNISH TEACHERS ARE ORGANISED TRADE UNION MEMBERS FROM DAY-CARE CENTER TEACHERS TO LECTURERS IN UNIVERSITIES • 74% WOMEN, 26 % MEN • ONLY ONE TRADE UNION WHICH CONDUCTS NEGOTIATIONS ON THE TERMS OF TEACHER’S EMPLOYMENT CONTRACTS AND WORKING CONDITIONS

  7. FINNISH TRADE UNION OF EDUCATION IS A POWERFUL SPEAKER FOR EDUCATION • SOCIAL DIALOGUE: PARLIAMENT, GOVERNMENT, MINISTRIES, MUNICIPAL LEVEL • NOTE: THE MUNICIPALITIES ARE THE REAL, ACTIVE PROVIDERS OF EDUCATION IN FINLAND

AIMS AND GOALS OF TODAY • BETTER AND QUALITY EDUCATION FOR ALL • BETTER WORKING ENVIRONMENT FOR TEACHERS AND PUPILS • CHILDREN AND YOUNGSTERS WITH SPECIAL NEEDS – MORE RESOURCES AND SUPPORT IN SERVICES • REGULAR IN-SERVICE TRAINING SYSTEM TO TEACHERS • HIGHER EDUCATION FOR ALL TEACHERS • TO PUT EDUCATION ”TOP ON LIST” OF POLITICAL DECISION-MAKING

  9. SAFETY AT FINNISH SCHOOLS • 90% OF TEACHERS FIND SCHOOLS AS SAFE WORKPLACES • 34% OF TEACHERS EXPERIENCED PSYCHICAL VIOLENCE OR THE THREAT OF PSYCHICAL VIOLENCE • 58% EXPERIENCED OFFENSIVE BEHAVIOUR OR VERBAL THREAT

  10. HOWEVER… • TWO MASSACRES IN 2007 AND 2008 • IN BOTH CASES MORE THAN TEN DEAD (AMONG THEM EMPLOYEES, TOO) • IN BOTH CASES THE SINGLE STUDENT AS FACTORS

  11. AFTER… • EACH FINNISH SCHOOL MUST HAVE A SAFETY AND CRISIS PLAN • HOLISTIC, INTEGRATED WELFARE PLAN = HOW TO PROTECT THE SCHOOL COMMUNITY MEMBERS FROM VIOLENCE, HARASSMENT AND DISTURBANCE? • RESCUE SERVICE AND THE POLICE IN COOPERATION WITH SCHOOLS

  12. IN THE PRACTICE… • MORE THAN 100 PROJECTS AND ENTERPRISES ARE RUNNING IN ORDER TO PROMOTE SAFETY AT SCHOOLS • EACH SCHOOL HAS THEIR OWN (NAMED) POLICEMAN • IN-SERVICE TRAINING FOR TEACHERS • COOPERATION WITH THE INTERNET OPERATORS (DANGEROUS THREAT ANNOUNCEMENTS IN INTERNET)
