Calpine’s Proposal • Allow resource owners to register all possible combined-cycle configurations in the RARF, • Undertake EDS testing for both DAEM and RT sequences with all combined-cycle configurations as possible outcomes to get an objective view of MMS’ ability to function to full scope of market design.

  3. Problems Uncovered by “Limited Registration” (“Gens=Configs”) • Problems with Limited Registration impact both resource owners and ERCOT central systems: • Resource owners have limited range of configs in which to value their investments (“we bought it and operate it over the full range of configs in Zonal, but it’s devalued in Nodal because of limited flexibility”), • Some QF contracts require operating in non-combined cycle modes that are not recognized in the white paper, and these modes cannot be registered in the RARF and settled in S&B, • ERCOT will find itself constrained in “reliability situations” when it would need to dispatch a power block into a certain simple cycle config but because the config is not in the RARF it cannot be settled, • Ultimately the cost to serve load savings expected in Nodal will be constrained because the full flexibility of all configs cannot be used.

Example of Lost Flexibility and Impact to Market & Reliability A 2x1 power block with 2 CTs and 1 ST: If the RARF remains limited to “gens=configs” then the most common operating configs will be registered….1X0, 1X1, and 2x1 (2x0 not registered), If the power block’s ST generator step-up transformer becomes damaged then the power block may be operated and settled in a 1x0 config but it cannot be operated and settled in a 2x0 config and settled, since that config is not in the RARF, If this happens during peak season when the market needs the plant to run in simple cycle mode with both CTs then both the market and the owner lose out due to the RARF’s “administrative constraint”.

  5. Points to Consider • The original white paper approved by TNT on combined cycle unit modeling called for all possible configurations to be available and usable by ERCOT, • EDS is part of a test of system capability to satisfy original design scope, not just “part” of the capability, • No data has been offered to date, anecdotal or otherwise, to justify scaling back RARF registration array for tests, “where’s the beef?”.
