  3. Training • Training of officials when they join the TDI services • Continuous training of officials during their whole career in TDI • Training is part of a wider exercise: constant improvement of practice to ensure best possible quality  (TQM effort)

  4. Elements of our TQM programme • Internal dimension: • Transparency • Consistency • Efficiency • External dimension: • Transparency • Communication with Stakeholders, i.a. Member States, domestic producers, exporters, other interested parties • World wide ex-change of standards and "best practices" between TDI authorities

  5. Transparency Ensure and enhance rights of defence of interested parties Tools: • Non-confidential files • Disclosure • Hearing officer • TDI website • Support to SME's

  6. Transparency Consistency • Clear rules for investigators • Standard documents • Validation of findings (occasionally: devil’s advocate) • Training

  7. Transparency Efficiency • Streamlining of decision-making process • Centralisation of policy issues and support • Best possible use of IT developments and possibilities

  8. Communication with other governmental bodies The EU situation is more complex: • 27 Member States • Other Directorates General (Industry, Customs, Legal Service)
