  3. Key Questions for CPA • What are the causes, nature and extent of poverty • What are the linkages between the situation of poverty and the main sectors of society • How do Government and Civil Society respond to poverty

  5. Definition of Poverty • Standard definitions relating to the Indigence Line, Absolute Poverty and Relative Poverty • An underline notion of deficiency of resources where households do not have the basic requirements to maintain a healthy existence

  6. The Poverty Line • The annual poverty line is estimated at EC$3,262 per adult • This translates into a daily rate of EC$8.94 per adult • 32.2% of all individuals in Grenada, Carriacou and Petit Martnique are poor • 12.9% of all individuals in the country are indigent

  7. Who Are The Poor? • 51% of individuals living below the poverty line are under the age of 20 • 56% of persons under the poverty line are under the age of 25 • 51% of persons under the poverty line are women • 52% of female heads of household live below the poverty line

  8. Who Are The Poor • 21% of all female heads below the poverty line are unemployed • 24% of all female heads below the poverty line are outside of the labour force • 20% of persons living below the poverty line are unemployed • Over 64% of the poor have no educational certification

  9. Who Are The Poor • A high percentage of females and youths are among the poor population • High percentage of the poor are employed in low income jobs • High percentage of female headed households are among the poor • Low educational status among the poor

  10. Why Are They Poor • Major underline Cause • The failure of the diversification effort in the post plantation era to create sufficient employment opportunities for the population • Specific Causes • Limited income and employment opportunities in key sectors

  11. Why Are They Poor • Constraints in Macroeconomic policy formulation • Limited safety nets • Weakness in social and physical infrastructure • Limited capacity to mobilize and build social capital within communities • Limited coordination among social dev.agencies

  12. Where are We in the process? • The CPA was the first step • The second step was the formulation of a comprehensive strategy for poverty eradication • The third step was the design of programmes for intervention

  13. For the second and third steps a process of triangulation was followed where further information was obtained through contextual research and participatory methods to get a better understanding of the key relationships identified in CPA and priority sectors

  14. A draft final Strategy was developed and forwarded to cabinet for comments in August 2004. • With the passage of hurricane Ivan, the strategy need revising with updated data and a sense of where this strategy will fall in the rebuilding process
