  2. Genesis • Joe Fletcher, Traffic Signal Systems Manager, identified a need to build a facility to serve the County’s current and future transportation management functions. This vision was pursued by combining different funding sources. • Provide a dedicated resource to replace the existing one-room facility to serve the County’s transportation needs for the next 20 years
