  3. Kenyan HIV/AIDS Situation. • A major public health concern. • First case detected in 1984. • Declared a national disaster in 1999. • It’s the leading cause of morbidity & mortality • Over 430,000pts are on ART. • Currently prevalence 5.2 % www.nascop.or.ke

  4. Political Structure • New Constitution – 2010 • Presidential System • Devolved Republic • Legislature – Senate, Parliament • Judiciary • Executive • 47 Counties – Run by Governors & County Assemblies

  7. Functions of County Governments • County health facilities • Ambulance services • Primary health care • Licensing & Control of public food places • Cemeteries, funeral parlours and crematoria • Waste disposal

  8. Opportunity • Building efficient County Health Systems • Improved access • Business – procurement, construction • Competition amongst counties • New regional referrals centres/ CoEs • Focus on local health problems/challenges

Challenges • Delay in Legislature (General Health Bill) • Devolving some functions: • Health care workers • Remuneration • Employment/ deployment/ equitable distribution • Specialist Training • Quality Assurance • Medical/Surgical supplies • Regional Referral Centres • Serve several counties • Budgetary allocation
