  5. OOI Commissioning Plan • Commissioning occurs at the: • Array level for Marine Infrastructure. • Release level for Cyberinfrastructure Software. • Building level for Shore Side Facilities.

OOI Commissioning Plan Acceptance:- Written acknowledgment by an authorized Ocean Leadership representative that the equipment/materials and supplies and/or services offered to Ocean Leadership conform to applicable contract or sub-award quality, quantity, performance, and specification requirements. Ocean Leadership takes “ownership”. Commissioning:- A systematic process (milestone event/test) of ensuring through validation and verification that new integrated systems perform according to the documented design and the operational needs, and that specified system documentation and training are provided to the operations and maintenance staff. It also defines the transfer of responsibility from the engineering domain to the operations domain.

  7. OOI Commissioning Plan Operational Readiness Evaluation Period The time interval varies with each system involved in the commissioning process. During the MREFC phase, there is a gradual ramp-up of O&M staffing and participation as operational processes are placed in readiness for deployments.

OOI Commissioning Plan Operational Readiness Evaluation Period • MREFC and O&M work together. • Equipment failure costs are covered by MREFC during this period • System Commissioning Manager, designated by the OOI Program Director, leads. • Implementing Organization produces formal, installation specific, commissioning plan and appoints a Commissioning Focal Point.

OOI Commissioning Plan • Commissioning • Operational Readiness Evaluation has been completed and the commissioning criteria have been satisfied. • Evaluation Official completes the assessment and prepares the Commissioning Report. • The decision to commission the OOI subsystem is the responsibility of the OOI Program Director.
