  3. What is GIS? (Geographic Information System) GIS integrates hardware, software, and data for capturing, managing, analyzing, and displaying all forms of geographically Referenced information. Why use GIS? To integrate and relate any data with a spatial component, regardless of source. Ex: Combine facility coordinates with postal boundaries, street maps, area elevations, hydrography and demographics)

  4. Why Does EPA Use GIS? • Risk Assessment • Superfund Site Assessment • Track Pollutants • Assist in Decisions • Calculate TMDL (Total Maximum Daily Loads) • Identify Endangered Species • Environmental Justice Applications • Target Inspections ….are just a few examples

Why Does RCRAInfo Have a GIS Module? • The GIS Module is borne from • Requirements to complete a CA GPRA record • Need to centralize GIS information to further the GIS-based initiatives of the RCRA Program. • CA GPRA Requirements for GIS Module • Acreage / Source Code / Source Date • Latitude / Longitude / Collection Date

  6. Where Was/Is: RCRAInfo-GIS? • RCRAInfo V1-3 held “Lat/Long/Source” in Handler. Only required for TSD’s, the data was facility-provided, unverified, minimal, and hardly used. • Robust/Verified GIS Information is collected by Regions and States, stored in local, and uploaded to, national repositories (ex: EF/LRT) for advanced GIS reporting initiatives. • RCRAInfo couldn’t capture this data before – NOW IT CAN! • RCRA encourages the direct translation of externally collected (and hopefully verified) GIS data, as well as by data entry. • The GIS Module can link GIS data to CA Areas/Perm Units, making them mapable if queried by an appropriate tool or procedure.

Other data optional. Note: More information is better, please do NOT exclude provided data because it is optional via data entry.

A Little on Lat/Long • Lat (Latitude) and Long (Longitude) are the horizontal and vertical coordinates that define any point/location on Earth. • We can’t always trust submitted data, especially if metadata is absent or has a collection method indicating less than the required accuracy (which is 25m or better) • We should use tools at our disposal to verify lat/longs Since these are the basis of all GIS reporting. • Google Earth is one such tool to: • GeoCode: Provide Loc Address, get Lat/Long • Reverse GeoCode: Provide Lat/Long, get Loc Address

A Little More on Lat/Long • GIS Repositories for RCRA • EF/BCT (EnviroFacts / Best Coordinate Tables) • Local/State/Regional Repositories • Major Methods of Collection (Collection Code) • Address Matching (GeoCoding) • Census Block • GPS • Interpolation • Land Surveys • Centroids • Digital Maps and others to assess relative merit of lat/longs ”Methods Tier Table”

VerificationPart of an Overall QA Plan • INITIAL Data Collection Process • Ex: Inspector GPS’s a facility (collection code), and institutes a QA procedure to verify the point collected (verification code). • This metadata would be presented at time of data entry • POST Data Collection Process • Could be the inspector, or data enterer using Google Earth • Ex: TSD submits Lat/Long data with Collection Method. No requirement to provide QA via verification code. Agencies verify according to local QA plan.

GIS Module Privileges/Rights • Level 1: Read = Browsing • Level 2: Add = Read + Add New Records • Level 3: Update = Add + Update Your Records • Level 4: Delete = Update + Deletion of Your Records Note: • All have Read rights by default • Data Entry Staff will be assigned the appropriate level by the State/Regional System Administrator

GIS Data Entry - Overview RCRAInfo PreProd https://rcrainfopreprod.epa.gov • Search Facility / Select “Maintain/View GIS Data” • Select Level: Facility, Unit or Area • Levels indicate the GIS data association • Screens require the same information, except where dropdowns show existing Unit/Areas • Add or View GIS Metadata • Add via Add GIS for Facility • View via Clicking on Collection Date • Add or View GIS Lat/Longs • Repeat to create a set of ordered vertices for polygons • Save All Data • Repeat for all Levels if necessary
