  1. The ship, The people, The equipment Ensuring integration for the right reason Dr Phillip Belcher Marine Director INTERTANKO

  2. Structure of Talk What do we want to achieve Why do we want to achieve it When things go wrong Its all the seafarer’s fault Work with the seafarer Integrate the seafarer

  3. INTERTANKO • Represent the INDEPENDENT tanker owners • 220+ full members • 300 Associate • 280,000,000 dwt • 3,300 ships

  4. Our Goal Zero fatalities Zero pollution Zero detentions Our committee set up ISTEC Vetting HEiSC

  5. E-Nav- What do we want to achieve? Fully integrated system Seamless transfer of information Complete picture of what is going on along a coast Control Control of the sea space Control of the situation

  6. Why do we want to achieve that? Zero fatalities Zero pollution But, if something does go wrong, then... Coastal State needs the full picture What ships What cargo How many people

  7. When things go wrong • Human error 80% all accidents • 100%? • So naturally we focus on people • New regulations

  8. Why Rules are not followed: Lack of knowledge Lack of surveillance and enforcement Taking a short-cut Rule not accepted Lack of trust Demonstrate professional skill Rule could not cover everything Restrict actions

  9. Compliance Culture Seafarers ‘buy into the rule’. They need to understand why it is necessary, why they should follow it and why they should train others to follow it. And regulators must always be seen to be applying the same rules and enforcing them equally.

  10. Beyond mere compliance Seafarers have the training Experience Expertise Company back up Encouraged to question, to give feedback Show that they have a stake in their safety They must trust the equipment

  11. A question If Humans are such a problem, Why bother having them?

  12. Importance of people Integral part of the system Rules cannot cover everything, so machines cannot do everything People can think

  13. Integration for seafarers • Design the human into the system • Don’t just look at ergonomics • Think how people will: • work with, • use and • maintain the system

  14. Not good enough to stick it in a box • When designing, consider Apple • High quality products that you want to use • With a simple interface

  15. Simplification • Not Just Standardisation • Intuitive interface • Presenting the right information • Coupled with training • But think how will seafarers use it in practice

  16. When designing: • Just because you can, • does not mean you should

  17. Make the seafarer an asset That is why we must integrate Seafarer is your premier line of defence Thank you
