Two convergent streams of development in 1970s-80s: • Application of systems analysis to decision making in USA • – pavement management systems, bridges, facilities • Economic justification of highway investments • Economic model of road life-cycle (EIRR, HDM) • Evaluation of highway standards, vehicle loading controls • Benefit of maintenance v. reconstruction 2

RMS Implementation Experience • 80’s: • Individual systems in some US States and Europe • WB: Int’l standards – road roughness IRI, surveys;Component of hwy projects – PMS, HDM, surveys • 90’s: • Asset management – comprehensive linkages to budget decisions • WB: - Capacity building, institutionalizing • Appropriate systems • More comprehensive road asset mgt • 00’s: • WB: Enterprise-level mgt information systems 3
