Background: First mandate First mandate of CGE (1999-2002): • To exchange experience and information on the preparation of national communications. • To review existing activities and programmes to facilitate and support the preparation of national communications by non-Annex I Parties. • To examine national communications, in particular greenhouse gas (GHG) inventories, submitted by non-Annex I Parties.

Background: Second mandate Second mandate of CGE (2003-2007): • To identify and assess technical problems and constraints that have affected the preparation of initial national communications. • To examine national communications, in particular the description of analytical and methodological issues, including technical problems and constraints. • To provide technical advice and support, by organizing and conducting workshops, including hands-on training. • To provide technical advice to the SBI on matters relating to the implementation of the Convention by non-Annex I Parties.

  5. Background: Outcomes and milestones First Mandate Second Mandate Organized six consultation workshops involving 105 experts from 70 non-Annex I Parties. Provided reports to the SBI on the outcomes of the examination of initial national communications. Provided inputs to the SBI in the development of elements for the new guidelines on the preparation of second national communications from non-Annex I Parties. Organized six regional hands-on training workshops and one global workshop involving 325 experts from 125 non-Annex I Parties. Provided reports to the SBI on the outcomes of examinations of 41 initial national communications. Provided 20 technical reports and advice to the SBI. Outcomes Parties adopted guidelines for the second and, where appropriate, third or initial national communications. Examined 81 initial NAI national communications Contributed to the user manual for the guidelines on NAI national communications Developed training materials on GHG inventories, V&A and mitigation. Milestones

Second mandate: Technical reports to the SBI • Ways to improve access to financial and technical support to prepare second and subsequent national communications • Outcomes of the examination of initial national communications from NAI Parties • Template on cross-cutting themes in national communications from NAI Parties • Cost-effective and comprehensive training strategy to support the preparation of national communications • Ways to improve the reporting of projects identified in national communications from NAI Parties • Integration of information contained in NAPAs into second and subsequent national communications

Second mandate: Lessons learned • Re: future training agenda should include: a) Revision of training materials to include more case studies and incorporation of socio-economic aspects of climate change; b) Effective use of and synergies with other similar training initiatives, etc. • Cooperation with NCSP enhanced support to developing countries; • Greatly benefited from experience and technical strengths of experts; • Need further guidance from SBI in implementation of mandate; • Adequate resources will be needed to support future work of CGE; • CGE can contribute to the Nairobi work programme; • Need to reduce the cycle of submissions of national communications; • Policy-relevant issues in national communications need to be strengthened in the future.
