  3. Convention & Hotel Registration Information • Registration does not equal delegate certification • Registration deadline is 6/30/09; may be done on-line • Delegate certification deadline is 6/19/09 • NTEU Bulletin March, 2009 • C.P. Memo March 20, 2009

  4. Ex Officio Delegates Ex officio delegates are elected Chapter Presidents and Vice Presidents ■ Elected, not “sitting?” ■ Appointed Presidents and VPs? ■ Elected Officers moving into ex officio vacancy ■ Area/Location Vice Presidents?

  5. Vote Entitlement Number of votes determined by number of members. Article VIII, §2. 1 – 10 members = 1 vote 11 – 50 members = 2 votes 50+ members = 1 additional vote for each 50 or fraction thereof

  6. Additional Delegates Chapter may increase number of delegates if the ex officio number is fewer than vote entitlement. Special Membership Meeting • 30 Day Notice • First Class Mail • Secret Ballot Election to Select

  9. Reimbursement of Delegates No Discrimination Divide Evenly Or Special Membership Meeting 15 Day Notice First Class Mail Secret Ballot Election No Quorum Required Losers are still delegates

  10. Chapter Proxy • Special Membership Meeting • 15 Day Notice • First Class Mail • Notice Must Identify Purpose of Meeting • Must proxy to individual, not chapter • No Quorum Required

Proxy Meeting Procedure • Represented or Unrepresented? • Hand vote okay • Represented by Chapter Member or Proxy to another Delegate. • Hand vote okay • More than one Chapter Member? • Secret ballot selection • Proxy • Nominations from the floor • Proxy to delegate – not Chapter • Multiple nominees • Secret ballot selection

  12. Forms • Ex officio certification/waiver forms (#1 & #2) • Delegate elected at special mtg (#3) • Proxy (#4) • Additional/alternate delegates (#4 & #5)

  13. Notices • Special meeting – Notice #1 • Notices 2-5 (Reimbursement, Which Ex Officio Attends, Additional/Alternate Delegates) • Cannot be sent by e-mail • Submit completed meeting notices w/ certification forms.

  14. Problem #1 • President – ex officio cert. form (Form 1) • VP – waiver form (Form 2) • Special mtg; 30 days notice (Notice 4) • Additional nominee at mtg; secret ballot • Sec’y submits Form 5. • Submit meeting notice w/ certification and waiver forms.

  15. Problem #2 • Waivers (Form 2) from President and VP • Special mtg w/ 15 days notice, using Notice 1 • Proxy – Form 4 • Chapter member – Form 3 • Submit mtg notice w/ waivers, proxy or delegate form.

  16. DON’T FORGET • Ex officio waiver forms • Special meeting notice forms • Special meeting confirmation forms • Plan from June 19, 2007 –delegate certification deadline
