Since entry of the Law of ROYAL DECREE 1383/2002, of December 20, on the regulation of ELV in Spain, we have experienced many changes for our sector All these changes have been an important challenge for our companies . Facilities . Machinery . Software . Processes We have made significant investments to convert our companies and adapt them to European regulations

At present day in Spain there are approximately 1500 ATF´s The adaptation of our companies to the new regulations is visible, and the authorities of our country have recognized our work DGT General Direction of Traffic MITECO Ministry of Ecological Transition INDUSTRIA Ministry of Industry and Commerce

  5. ATF´s are a good example for other sectors How to adapt our companies to legislative changes The benefits of these changes have been . Better Facilities . Better depollution processes . Stock control . Worldwide sales This has benefited our companies for some time.

  6. NEW CHALLENGES FOR ATF´s in SPAIN In Europe we talk about: . Circular Economy . Recycling . Reuse To win the objectives set by Europe, governments must support all to ATF´s Legislate and control missing vehicles and apply the LAW so that EPR systems, pay for their responsibility

The incessant proliferation of ads on the Internet, the exponential growth in the number of temporary deregistration and the decrease in permanent definitive deregistration (ATF´s) make it necessary to establish control rules on the use of temporary deregistration in Spain DefinitiveDeresgitrationATF´s 878,248 vehicles in 2017 TemporaryDeresgitration 807,434 vehicles in 2017

  8. Estimation of the environmental impact The Temporary Deregistration process is being used to dismantle vehicles by illegal companies or private owners. They cannot deliver the waste to an authorized company for recycling. Waste such as: . Used Mineral Oils . Batteries . Tetrafluoroethane (R134 A) . Liquids and Others Where are these wastes without government control?

In 2017, the new law of ROYAL DECREE 20/2017 entered, on the regulation of ELV in Spain There are almost no changes with the previous RD 1383/2002 One of the modifications is the prohibition of selling second-hand parts, to private owners, workshops, or companies that are not ATF’s AAD has promoted advertising campaigns with this new LAW in different media of the automotive sectors, press, radio, TV, Internet …

  15. The ATFs fight with new problems day by day TEMPORARY DESREGISTRATION NO GOVERMMENT CONTROL ILLEGAL DISMANTLERS They make possible the existence of unfair competition and the Black Market

  16. Vehicles with more than 10 years have begun to have a negative value . Your pieces are not sold . The price of raw materials continues to fall . You have to pay for all waste . The costs of workers are expensive Producers they want an EPR Model at zero cost, many ATFs will not be able to remain open, and this can produce more BLACK MARKET

  17. NEGATIVE VALUE Many ATFs have begun to see the problem of negative value in old cars This makes them not pay for the vehicle The owner sometimes thinks, if they don't pay, I will dismantle my vehicle and sell their parts ! This is easy for me !

This will make the ATF´s have to learn how to properly dismantle and recycle these vehicles and their components We will need new tools, teach our workers, and recycle new waste, this means more costs for the company IDIS (International Dismantling System) represents a system that does not provide effective information for the ATF´s Why don't governments apply EPR systems correctly?

Internet The ATF´s have more presence on the Internet Own websites Second-hand sales platforms This has given us the possibility of selling around the world But it has also become our main threat, illegal dismantlers have found the perfect place to sell your pieces outside the LAW We need help of governments to STOP BLACK MARKET

  24. The ATF´s in Spain have adapted our companies to Spanish and European laws and regulations We are an essential piece to make objectives for the care of the environment as required by the EU We need support from European and Spanish authorities
