  2. Identified Problem • Sector Delaware Bay Marine Environmental Response (MER) team had been alerted to numerous mystery spills & sheens in Atlantic City, NJ resulting in over $200k in Federal Funds in two years time.

  3. Operation Objectives • Reduce pollution from vessels and facilities • Enhance CG presence in area • Educate marinas, CFV’s , facilities on pollution awareness and reporting laws • Increase community outreach

  4. Actions Taken • Phase I: Establish CG Presence • Daily shore side patrols by Sector MER mbrs • Daily waterside patrols by Station AC small boats • Scheduled over flights by Air Station AC • Phase 2: Education • Distribution of educational packets & placards • Assisted facilities & vessels in posting placards • Interaction with every vessel & facility in area

  5. Actions Taken cont. • Phase III: Observation & Enforcement • Day & night patrols looking for illegal transfers and discharges • FLIR camera employed on all night patrols

  6. Results • 3 illegal transfers halted (Zero transfers halted in previous two years.) • 2 unreported discharges discovered • Over $7500 in tickets issued • Over 200 mariners & facility workers educated • Over 50 educational packets distributed • Increased awareness in community via media reports

  7. Operation Clean Sheen II • Sector Delaware Bay will re-allocate resources to expand Operation Clean Sheen to other areas. Future plans are to target Cape May area this fall.
