  2. I 前言 • 今年六月中,行政院通過6108億軍購案 • 贊成理由: (1) 中共武力威脅 (2) 兩岸軍力失衡 • 反對理由: (1) 法律層面: 公投不過,仍執意購買,適法性如何? (2) 軍事層面: (i) 軍購內容是否足以平衡兩岸軍力? (ii) 軍購內容是否足以嚇阻中共武力犯台? (iii) 軍購機種是否最新? (iv) 軍購價格是否合理? (3) 經濟層面: (i) 對經濟成長有何影響? (ii) 排擠效果多大? (iii) 機會成本為何?

  4. III 軍購案對經濟成長的影響 1. 軍購案完全向美國購買,對國內經濟的有效需求為 0。 2. 軍購案的籌資會產生直接排擠效果,例如使民間投資減少。 3. 此處只考慮6108億若可用在經建、社福、與教育等支出所產生的機會成本。

  6. V 結語 • 政府支出乘數介於0.23到0.84倍之間,平均為0.50倍。 • 每年平均407億的軍購支出,平均會使經濟成長率每年減少0.09%到0.34%的水準,平均每年減少0.20% 。 • 6108億可整治8.2條基隆河,也可以興建6.7條高雄捷運。 • 軍購案的機會成本很大,軍事效果有限,政府部門應再仔細評估。
