Detailed mechanism Key concepts of this mechanism are: Key concepts of this mechanism are: • GCS (Global Core Specification) : • - “GCS” is the set of specifications that defines a single RIT, ans set of RIT, or a RIT within an SRIT • GCS Proponent (Represent an industry, organization, etc.): • - Single entity or collective entity that provides a GCS as included in Recommendations • - have legal authority to grant to ITU the legal usage rights • Transposing Organizations : • - Authorized by the GCS Proponents to produce transposed standards with legal authority to grant to ITU the legal usage rights GSC-18, 22-23 July 2014, Sophia Antipolis

Typical procedure for updating recommendation Meeting Y-1 GCS Proponent / Transposing Organizations (T.O) • Send liaison to GCS Proponents announcing update schedule • Request for providing update information ITU-R Meeting Y • Answer whether they are willing to update Radio Interface Meeting Y+1 • Review the updated RITs and capabilities • Assess the evaluation results of updated RITs • Revise Rec. based on GCS Proponents proposal • Request T.O to provides hyperlinks • Inform abstracts of updated RIT Meeting Y+2A / 2B • Provides Updated GCS • Proposed texts of Rec. • T.O. List • Self-evaluation • Transpose GCS to its Standards • Provides hyperlinks • Finalize Recommendation with T.O’s hyperlink

  6. Merits of this Mechanism Results from above mechanisms: • Typically 5 ITU-R WP 5D meetings are required for updating Recommendation. (2 year cycles) • It is a almost same duration for GCS Proponents to update their GCS • Smooth introduction to the market -> GCSs are quickly transposed into National / Regional Standards and readers of the recommendation can easily find those Similar Recommendation structure is also employed in Rec. ITU-R M.1801 (BWA Radio Interface Recommendation) Recs. ITU-T Q.1741/1742 (IMT-2000 Core NW Recommendations) GSC-18, 22-23 July 2014, Sophia Antipolis
