  3. But thereis some mandatory content • It shouldcontain • The national targets • An answer to the country specificrecommendations y(t-1) • An answer to the Euro Plus Pact • Cross references to the Stability/Convergence Programmes

General content of an NRP • Macro economic scenario and surveillance • The convergence program. • National objectives • How the country is going to achieve the fiveobjectives in the Europe 2020 • Either as a general description or as sectionsdevoted to each of the 3 growthareas • The response to the CSR • Eitherdescribed in the text or only as the mandatory annex • The country's response to the Euro Plus Pact

Country SpecificRecommendations • In year (t-1) the Member State receivesrecommendations on the basis of thatyear's NRP • Theserecommendationsshouldbetakenintoconsideration in year (t) and answer the followingquestions • Did the policies in year (t) take the CSR for year (t-1) intoconsideration • Is there a visible impact/development

Analysis carried out to establish the CSRs – JAF and EPM JAF • Indicatorbasedassessment system • General and specific policy areas • SupportingMember States in establishingtheirpriorities • Contribute to an overall assessment of progress at EU level. • It is a joint Commission, EMCO and SPC tool • Aim: • Clarifykeyemploymentchallengesand potential riskareas by monitoringstructural reforms under the employment guidelines bothquantitatively and qualitatively • Monitoring of progresstowards the EU headlinetargets, quantitatively

Example • Policy area 1: increaselabourmarket participation • Overall indicator: employment rate • Sub-indicators: • Employmentgendergap • Employment rate in old-age group in relation to the total population in that age group • NEET • Employment rate for low-skilled • Employment rate for non-EU nationals

Analysis carried out to establish the CSRs – JAF and EPM (cont) EPM The resultsproduced by the JAF willfeedinto the EmploymentPolicy Monitor It assures a clear, transparent, concise and easyway to analyse the development can be used to identify at a glance the main employment challenges for the European Union and for each Member State

An effective NRP • The content of a NRP shouldbeconscise and clear • It shouldbe clear thatchallengesidentified in year (t-1) aretargeted • Thereshouldbe a clear link between the LM and the rest of the economythrough the convergence program and the Euro Plus Pact. • Looking at the employmentpackage • Governance is even more emphasised • More monitoring is suggestedalso at the level of employmentpolicies • For 2013 the emphasiswillbe put also on the areassuggested for movingcloser to achieving the targets for 2020 and return to a positive growthpath.
