  2. Common Issues I • Political motivation to support and resource services • Different policies, legislation and structures make comparison problematic • Racism and public perception of unaccompanied minors • Lengthy, unclear legal processes: can they stay?

  3. Common Issues II • Children who abscond/disappear • Contradictory policies: are they children or adults? • Does this phenomenon meet other needs? I.e. demographic trends • Contravening rights of the child, by placing them in prison-like institutions • Supports stop at 18 years

  4. Minimum Standards I • Quick decision re: leave to stay is fundamental • Minors only or mix with adults? • Access to education/ introduction programme: integrated or specialised? • Leisure/sports programmes • Medical services • Guardian: parenting role and legal support

  5. Minimum Standards II • Foster care for under 12 year olds, • Language, culture, religion….treasure that of C. of O., welcome new, and recognise what is acceptable, • Staff • Multi-professional • Honesty • Communication/listening • Knowledge of decision-making process • Understand adolescent development needs • Child protection training

  6. Recommendations • Provide supports in countries of origin to prevent migration • Raise awareness amongst parents of the impact on unaccompanied minors • Legal process must be clear and have tight timeframe • Decisions must be made based on best interests of the child
