  1. There is no clear mandate for regional sediment management. USACE roles of HQ, ERDC, IWR, Divisions, and Districts are not well defined. • Establish a formal national team that includes representatives from HQ, Div RSM Teams, ERDC, and IWR. • Finalize development of PMPs by SAD, NAD, and NWD that document Division and District roles. Publish technical note documenting the development of PMPs at each Division, comparing them, and comenting on the different approaches Action Items Products

  3. The sediment system or region must be clearly defined and the natural processes and environmental issues of that region properly understood. • Establish a sediment budget for all regions along the coast in collaboration with other agencies and organizations. Action Items Products

Successful RSM requires collaboration at all levels, in the Corps and with other agencies/organizations, in data collection, determination of needs, and decision making. • Identify on the RSM website an RSM poc for each District and Division. • Update RSM website with links to the District and Division RSM web pages. • Task each District and Division with developing an appropriate collaboration strategy for their region. • Improve linkages between RSM and other national and regional programs such as IOOS, the NDT, the RDTs, and the Navigation Program Products Action Items

RSM requires data management through a common delivery framework that facilitates data sharing within the Corps and between agencies • Establish Establish a link on the RSM website to eCoastal technical and implementation information. • Establish a national RSM eGIS product delivery team to provide leadership in continued eGIS and eCoastal development and implementation. Clear RSM plans and strategies are needed to facilitate decision-making and allocating resources. • Update the RSM primer with RSM plan elements developed at the workshop. • Identify opportunities for implementing the RSM plan strategy at existing watershed groups such as the Delaware Basin River Commission.   7. A communications and education strategy for RSM needs to be developed. • Establish an RSM Community of Practice (CoP). • Establish a formal RSM communications team to develop a communications strategy to be implemented through the RSM CoP. Products Action Items

  8. Inflexibility, or perceived inflexibility, in funding and authority hinders RSM. A better understanding of existing authorities and the creation of new authorities with a regional perspective are needed. • Create an authority section on the RSM website with overview of RSM authorities and links to authority related tech notes and documents. • Conduct a workshop on existing authorities and how they relate to RSM, identifying authority needs in future legislation to facilitate implementation of regional or watershed approaches.   9. Develop guidance on system benefits and methods to quantify those benefits, with emphasis on continued development of engineering and economic tools. • Establish a technical workgroup to address regional technical issues and quantification of benefits. Products Action Items
