TITLE IV-E OF THE SSA • Federal Foster Care and Relative Guardianship for Children From Economically Poor Families • Federal Adoption for Children Under the Custody of a State or Tribal IV-E Agency • Began in 1980. Before That it Was a Part of the AFDC Program (Title IV-A) • Requires Non-Federal Match • Available to: • State IV-E Agency • Tribal/State IV-E Agreement (Pass Through from State IV-E Agency) • Direct Funding Between Federal and Tribe • 3 Components • Maintenance (Board & Room) • Administration (Case Management, Child Placement, Licensing, etc.) • Training of Staff, Foster/Adopt/Guardianship Parents, Courts and Others Serving IV-E Children

TITLE IV-E TRAINING(Unless Noted Non Salary Expenditures for Agency Staff • Training For: • Public IV-E Agency Staff and Those Preparing to Work for the Agency • Initial Training (one week or more –Can Include Salaries – Requires PACAP revision ) • Workshops, Conferences, Seminars, Courses, etc. • MSW & BSW – Stipends, Tuition, Educational Supplies Short Term Training (Including Travel, Per Diem, Registration Fees & Trainers) • Current or Prospective Foster/Adopt and Relative Guardians • Initial/basic training, foster/adopt conferences, annual training, seminars and training specific to a child’s needs) • Community Partners (including judges, attorneys, Guardian Ad Litem, and agencies/individuals that serve IV-E eligible children (i.e. Mental Health Pros,) • Training to increase their ability to provide support and assistance to foster and adopted children and those cared for by a relative guardian

Title IV-E Training • Training For: IV-E Agency Staff & Community Partners) • Examples of Reimbursable Topics (CWPM 8.1H, questions 8 & 21) • Topics related to administration listed at 45 CFR 1356.60 (c) plus • Social work practice, such as family centered practice and social work methods including interviewing and assessment • Assessments to determine whether a situation requires a child’s removal from the home if NOT conducting a child abuse and neglect investigation • Cultural competency related to children & families • Activities designed to preserve, strengthen, and reunify the family, if the training is NOT related to providing treatment or services • Child abuse & neglect issues, such as the impact of child abuse and neglect on a child if the training is NOT related to how to conduct an investigation of child abuse and neglect • Effects of separation, grief and loss, child development and visitation • General substance abuse, domestic violence and mental health issues – NOT treatment • Child social and emotional development and well-being

STATE/PUBLIC UNIVERSITY TRAINING PARTNERSHIPSCHILDREN & FAMILY SERVICE CENTERS/ACADEMY • Initial Training for New Hires – Typically 4 weeks • Ongoing Training for Staff, Specialized Training for Supervisors, Senior Management Retreats, etc. • Title IV-E Funding Formula’s of Trainers – PACAP & IV-B Plan • Historical • Direct University Training Costs X State RMTS Cost Distribution X IV-E Eligibility Ratio X 75% FFP Plus • Direct University Training Costs X State RMTS Cost Distribution X University indirect Rate for Instruction X IV-E Eligibility Ratio X 50% FFP (Administration) • Another Option • Direct University Training Costs X Curriculum Analysis of IV-E Allowable Topics X IV-E Eligibility Ratio X 75% FFP Plus • Direct University Training Costs X Curriculum Analysis of IV-E Allowable Topics X University Indirect Rate for Instruction X IV-E Eligibility Ratio X 50% FFP

STATE/PUBLIC UNIVERSITY TRAINING PARTNERSHIPS FOSTER/ADOPT PARENT & RELATIVE GUARDIANS • Type of IV-E Allowable Training (Any Topic to Enhance Parenting) • Initial and Ongoing Formal Training • Workshops, Conferences • IV-E Will Reimburse For: • Travel, Per Diem, Registration, Lodging, Speakers, Space • Funding/Match Formula • Direct Cost X Program IV-E Eligibility Ratio X 75% FFP or • Direct Cost X Blended (FC, AA, RG) IV-E Eligibility Ratio X 75% Plus When the Training is Administered by the Public University/Inst. • Direct Cost X IV-E Eligibility Ratio X University Indirect Rate for Instruction X 50% FFP for Administration

STATE/UNIVERSITY TRAINING PARTNERSHIPS STIPENDS (student agrees to work for IV-E Agency day for day/month for month) MODEL 1 State IV-E Agency Pays Stipend Directly to College or Student: IV-E Training Reimbursement Formula Cost of Stipend X Foster Care Eligibility Ratio X 75% FFP State Agency Manages the Stipend Student Can Go to Any Public or Private CSWE Accredited School Approved by State IV-E Agency

STATE/UNIVERSITY TRAINING PARTNERSHIPS - STIPENDS (student agrees to work for IV-E Agency day for day/month for month) • Model 2: GeneralFunds to pay University Social Work Faculty Salary & Operating Costs are Used to Leverage IV-E Reimbursement Which in Turn is Used to Pay Student Stipend. • IV-E Reimbursement Formula for Faculty by Cohort: • MSW, BSW, Distance Learning Faculty Costs by Cohort X % Students Employed/Committed to IV-E Agency X IV-E Foster Care Eligibility Ratio X 75% FFP plus Faculty Costs by Cohort X % Students Employed by/Committed to IV-E Agency X University Indirect rate for Instruction X IV-E Foster Care Eligibility Ratio X 50% FFP (administration) • Total IV-E Reimbursement less actual indirect retained by University is used to stipends. Amount of Stipend and Number of Students is Determined by Partnership • IV-E Reimbursement Formula for Stipends: • Cost X IV-E Foster Care Eligibility Ratio X 75% FFP

STATE/UNIVERSITY RESEARCH PARTNERSHIPS • State IV-E Agencies Can and Do conduct various forms of research for the “proper and efficient administration of the title IV-E State Plan • The State IV-E Agency can purchase the research from a public or private entity and claim IV-E administration reimbursement. • When Foster Care, Adoption or Relative Guardianship Research is conducted by a Public University Partner on behalf of the State IV-E Agency, the Universities Indirect Rate for Research can also be claimed for IV-E administration research • IV-E Reimbursement Formula: • Isolated Direct Costs of University Faculty who conduct research on IV-E Related Topics X appropriate IV-E Eligibility Ratio X 50% FFP plus • Isolated Direct Costs of University Faculty who conduct research on IV-E Related Topics X University indirect rate for research X appropriate IV-E eligibility ratio X 50% FFP. • IV-E Agency Can Pass the IV-E Reimbursement Back to the University
