WMIRS for Ops FLIGHT MISSION SYMBOLS AFAM - USAF Reimbursable (A1) Search and rescue missions assigned by the Air Force Rescue Coordination Center (AFRCC) (A2) Missions flown under a mission number issued by the Air Force National Security Emergency Preparedness office (AFNSEP) (NOTE 1) (A3) Counterdrug actual missions (A4) Counterdrug training missions (A5) Search and rescue/disaster relief training/evaluations missions/CAPR 123-3 inspections (NOTE 2) (A6) Air Force Reserve Officer Training Corps (AFROTC) orientation flights including flights to and from the orientation site (A7) CAPFs 5 & 91 evals, NCPS course and CAPR 60-11, Pilot Continuation Training Program, Proficiency flights by qualified SAR/DR/CD mission pilots conducted pursuant to guidelines published by HQ CAP-USAF in attachments 9-1 through 9-7 (A8) Air Force Junior Reserve Officer Training Corps (AFJROTC) orientation flights including flight to and from the orientation site (A9) Maintenance flights in support of Consolidated Maintenance Contract Program (CMCP) (A15) CAP cadet orientation flights IAW CAPP 52-7 Cadet Orientation Flight Syllabus (A18) Homeland Security missions (A20) Glider tow plane operations supporting CAPP 52-7, Cadet Orientation Flight Syllabus. This includes ferry flights and training. If sufficient funds are available, the wing commander may fund initial tow pilot training for up to two pilots each fiscal year from the wing’s training or orientation flight budget. (A99) Missions specifically approved by the Air Force including low-level survey, courier, etc (A911) Missions requiring prompt action to save lives, prevent human suffering, or to mitigate great property damage. These missions may be funded by a customer or the CAP appropriated mission budget. NOTE 1: Does not include FEMA (B10) missions, Red Cross (B8) missions, or support to other federal or national relief agencies with an Air Force approved MOU (B13). NOTE 2: CAPR 123-3 inspections are only authorized as an A5 mission through a training mission request via WMIRS. Brand New as of 1 Feb ’08

WMIRS for Ops FLIGHT MISSION SYMBOLS AFAM – USAF Non-reimbursable(May be reimbursed by non-Air Force agencies) (B8) Flights flown for and funded by the American Red Cross (B9) Maintenance flights in support of aircraft delivery and pickup (other than CMCP flights) (B10) Flights flown under a Federal Emergency Management Agency (FEMA) mission number and flown IAW the FEMA memorandum of understanding (MOU) (B11) Flights flown under a National Oceanic and Atmospheric Administration (NOAA) and National Weather Service (NWS) mission number and flown IAW the NOAA and NWS memorandums of understanding. (B12) Proficiency flight by qualified SAR/DR/CD mission pilots conducted pursuant to guidelines published by HQ CAP-USAF in attachment 7 and attachments 9-1 through 9-7 and SAR/DR training in accordance with CAPR 60-3. (B13) Support to federal or national relief agencies with an Air Force approved MOU (B14) Support to state, county, and local agencies when approved and assigned by AF/XOSHA (B15) CAP cadet orientation flights IAW CAPP 52-7, Cadet Orientation Flight Syllabus, (not reimbursed with AF funds) CAPR 60-1 ATTACHMENT 10 (CONT’D) 7 DECEMBER 2006 69 (B16) Orientation flights for IACE cadets and their escorts. This mission must be approved in advance by the Air Force

WMIRS for Ops FLIGHT MISSION SYMBOLS CAP Corporate Missions (C8) Air transportation flights to and from squadron or higher official conferences or meetings (C9) Maintenance flights (includes flights in support of aircraft delivery and pickup) (C14) Support to state, county, and local agencies not assigned as an AF approved mission. (C16) Cadet flights including training, flight encampments/academies, cadet encampments, and IACE (C17) CAPFs 5 & 91 evaluations and proficiency flights not designated as an AFAM (C18) Homeland Security Missions not designated as an AFAM (C19) Orientation flights for CAP Aerospace Education Members. These missions are familiarization flights flown without any formalized syllabus (C20) Glider tow plane flights for non-USAF missions (includes ferry/training flights) (C21) NHQ directed and funded missions. (C99) Other missions specifically approved by the National/Region/Wing Commander (C911) Missions requiring prompt action to save lives, prevent human suffering, or to mitigate great property damage. These missions may be funded by a customer or the CAP Wing’s corporate (non-appropriated) budget Other L1 USAF liaison personnel flying

Flight Release Procedures • CAP Official Procedures – CAPR 60-1, Chapter 4 • Key Points • Flight release is for the PIC. • Instructors can have new CAP pilots get release for practice but it is the Instructor who is the PIC (for CAP purposes). • Same for pilots who are non-current in CAP • Air Force Assigned Missions (A- B- Mission Codes) • ¶4-2 - CAPF 84 or 104 as applicable (even B12 MP Prof flights) • ¶4-6 - FRO required to use information obtained from PIC per Attach 8 (assumed to be via verbal brief backed by FRO Support Report). Compliance Inspection Item. • FRO uses CAPF 99 to track flight release so PIC should automatically provide this information. (Ref next slide)

Flight Release Procedures • ¶4-9 Pilots must provide information in ¶2-8 (Pilot Records) to Wing DO (or designated rep) to be included on FRO Support Report • Copy of FAA pilot certificate. • Copy of current FAA CFI certificate. • Copy of current FAA medical certificate. • * Documentation of currency IAW FAR 61.56 (Flight Review or equivalent). A CAPF-5 annotated by an instructor to show a completed Flight Review may be used to fulfill this requirement. • * Copies of the most recent CAPFs 5 establishing aircraft qualification in each type in which qualified. Note: Wing or region DOV will retain failed CAPFs 5 and CAPFs 91 for 5 years for trend analysis purposes. • * A current copy of each completed aircraft questionnaire. • * Proof of annual CAPF 5 written examination completion. • * Copy of the most current CAPF 91, CAP Mission Pilot Checkout. • Signed Statement of Understanding (attachment 1). The Statement of Understanding does not need to be accomplished on an annual basis. Statements of Understanding signed prior to the date of this regulation are still valid. • * Copy of current designation as a cadet orientation pilot, check pilot, instructor pilot, and mission check pilot from the wing or region commander, as appropriate. • * Copy of a letter or certificate • Note – in NH Wing “Unit” records are maintained at Wing level (Ops Directorate), not Squadron

Significant CAPR 60-1 Changes20 Feb 2008 • FAA flight plans must be activated for all cross-country flights > 50 NM (unless tracked by AOBD using CAPF 84 or CAPF 104 flight plan) (2-1.g) • Preventive maintenance that may be performed by CAP pilots is delineated in CAPR 66-1, CAP Aircraft Maintenance Management (2-1.p) • Spins in gliders and instruction for flight instructer certificate are now permited uses for CAP aircraft. (2-4.b) • Very limited permission for senior member student pilot flights (student pilot lives further than two hour drive from a commercial flight training facility) • AFROTC flight program extended to AFJROTC cadets. Procedures not approved yet. (2-6.b) • US Coast Guard Auxiliary added to list of U.S. government employees permitted to ride in CAP aircraft. (2-6.i)

Significant CAPR 60-1 Changes20 Feb 2008 • Clarified “CAP pilot” to read “CAP aircrew member” in section on “Suspension or Revocation of CAP Flying Privileges” (2-11) • Added pilot purchased non-owner hull insurance (if any) on top of existing $500 ($5,000) CAP can collect from CAP pilot for aircraft damage due to negligence (gross negligence) (2-12.a) • CAP Cadet / AFROTC / AFJROTC flights restricted for 10 tachometer hours following listed major maintenance activities (2-18.a.6) • AFJROTC added to AFROTC requiring 300 total PIC hours to qualify. (3-2.f.2) • Training requirements for high performance aircraft clarified with significant one-word change (“and” to “or”) for 100 hour total PIC or long list of training requirements (3-3.a.3)

  30. Significant CAPR 60-1 Changes20 Feb 2008 • Extensively reworded requirements for acting as PIC on Air Force Assigned Missions and Emergency Services Operations. Other than adding being a current and qualified Cadet Orientation Pilot as an additional qualifier, this appears to be only a clarification. (Any English majors here?) (3-4.b) • Authorized flight training for additional ratings now includes training for adding single-engine land rating to existing private or better certificate (e.g., to MEL or SES) (3-6.e) • Flight releases for student pilots must be for Instructor and taxi operations do not require a release. (4-1) • Incident Commanders are automatically Flight Release Officers for USAF Assigned Missions. (4-2.b) • CAPF 99’s originals now stay with home unit and copies sent to DO and State Director. Electronic transmittal of copies encouraged. (4-6.c)

  31. Significant CAPR 60-1 Changes20 Feb 2008 • “Statement of Understanding” modified to remove references to CAPR 62-2, Safety, Mishap Reporting and Investigation. The SOU does not have to be reaccomplished for current pilots. (Attch 1) • References to “CAPF 101T” changed to read “SQTR” • Attachments 9-1 through 9-6 (Profiles 1 through 6) can now be funded A7 Mission flights with Wing Commander, SD, and LR approval but each profile requires a separate electronic request through WMIRS (probably by Wing ES Officer). Profile 7 (Attch 9-7) already allows funded A7 Mission flights. (Attch 9-1 through 9-7) • Missions Codes B21 and C21 (NHQ directed and funded missions) not highlighted but are new Mission Codes in CAPR 60-1
