GI Bill Program Structure • Service Component determines initial eligibility • Service Component notifies Soldier of eligibility (1606/NOBE; 1607/EMS; 30/2366) • Soldier applies with School & DVA for benefit • School Determines Training Time (Full, ¾, etc.) • DVA approves / denies claim / Appeals Process • DVA administers payment to soldier 3

GI Bill / Kicker Processing DVA Issues Payment New Semester School submits 22-1999 to DVA Soldier / Dependent is Eligible For MGIB Benefits Semester Cycle APPLY FOR BENEFIT - Soldier Complete VA Form 22-1990 - Dependent Complete VA Form 22-1990e - Submit Supporting Documents to School & DVA - NOBE for CH 1606 - DD 214 for Mob. CH1607/CH33 - DD 214 for Active Duty CH30 / CH33 - DD 2366 for CH 30 - DD 2366-1 for Plus-Up - Kicker Contract - 1966 / Guard Annex (For Kicker) - School Submits 22-1999 Enrollment Certification form along with all supporting documents to DVA Soldier Does Monthly Verification of Enrollment All Semester NOT required for CH33 Benefit Approved DVA Notifies Soldier of Determination Benefit Denied GI Bill Support Team Determines Eligibility Answer sent to DVA Soldier Either - Agrees with Determination OR - Takes Corrective Action and files appeal with DVA DVA Files Formal Inquiry with ARNG Soldier files Appeal to DVA Benefit Denied Benefit Approved Application process for Post-9/11 Chapter 33 GI Bill is similar to other GI Bills

Montgomery GI Bill –SR Chapter 1606 This education program is for all the Reserve components and requires: • Six Year Reserve Contract on/after 1 July 1985 • Completion of Job Skill Training • High School Diploma or equivalent • Eligibility Documents • NOBE (See next Slide) • Eligibility Codes 5

  6. Notice of Basic Eligibility (NOBE) • A NOBE IS: • A Counseling Document notifying a Service Member of Eligibility (Notification Required by Law within 30 days) • A NOBE is NOT: • A guarantee of Service Member Eligibility • Needed by a school before certification is completed in VA Once 6

CH 1606 / Kicker Eligibility Management • Suspension • Soldier receives no benefits but may be reinstated • Reinstatement • Soldier is made eligible after a period of suspension • Termination • Soldier no longer eligible to receive benefits or to be reinstated • Portability • Scenarios the allow a Soldier to continue receiving MGIB-SR benefits after separation from the SR 7

ARNG Kicker Incentive • Additional monetary amount used with a GI Bill benefit • Cannot be received without a GI Bill • Only one Kicker authorized from any SR component • ARNG establishes qualifications & determines eligibility for ARNG Kickers • Eligibility Form • Kicker Contract • Amounts • $200 for a Critical Job Skill or Unit • $350 for Officer Producing Programs 8

Montgomery GI Bill –AD Chapter 30 This education program is for all components and requires: • Minimum of two years Active Duty • HS Diploma or Equivalent • Honorable Discharge • Eligibility Documents • DD214 • DD2366 Enrollment Form (Initial enrollment form for Active Duty) • DD2366-1 Plus-Up program Form (Additional $600 while on AD, SR AGR status) 10

Reserve Education Assistance Program • Serve at least 90 consecutive days in support of a contingency operation on or after 11 Sep 2001 • Title 10 U.S.C., Sections 688, 12301(a), 12302, 12304, 12305, or 12406 • Title 32 U.S.C., Section 502f, only during the period of 11 Sep 2001 – 31 May 2002 and orders must state “"In support of Operation Noble Eagle“ OR • Separate during a mobilization with less than 90 days of mobilized service due to injury, not willful misconduct • Eligibility Forms • DD214 OR Current Orders • DD2366-1 (Buy-Up Form) 11

Standard 6X2 Enlistment Contract Delimiting Date Explained Selected Reserve Ready Reserve 0 6 8 Drilling Member IRR / ING If member completes 6yr contract, receives an Honorable Discharge to the IRR, then separates from the Ready Reserve, Soldier is NOT eligible to keep REAP for 10 years. If member completes full 8yr MSO, receives a General Discharge or higher from the Selected Reserve, Soldier IS eligible to keep REAP for 10 years. 12

Title 10 Eligibility for Post 911 GI Bill Chapter 33 Title 10 Qualifying Active Duty Includes ALL Active Duty with the following USC Codes - Title 10 U.S.C 688 - Title 10 U.S.C, 12301(a) - **Title 10 U.S.C 672(d) - Title 10 U.S.C 12301(d) - Title 10 U.S.C 12301(g) - Title 10 U.S.C 12302 - Title 10 U.S.C 12304 - Discharge MUST be Honorable **Title 10 672(d) is not in PL110-252. 672(d) was converted to 12301(d) 13

Title 32 Eligibility for Post 911 GI Bill Chapter 33 Full Time National Guard Duty Active Guard and Reserve (AGR) ADOS / ADSW -Honorable Discharge - Title 32 - Qualifies - 502(f) - Operation Noble Eagle - 11 Sep 2001–31 May 2002 **At this time, ALL other Title 32 ADOS/ADSW is not qualifying service for the Post 9/11 GI Bill. 14

Chapter 33 Election • Election for Chapter 33 is irrevocable • Election is at time of payment • Must relinquish a GI Bill benefit if you have one • Relinquishing Chapter 30; 1606; 1607 • Months of Benefit • Refund of Ch 30 Enrollment Fee • Soldiers should always seek education counseling before switching to Chapter 33 16

Determine Payment Amount (1 of 5) • Currently in a Non “Qualifying Active Duty” Status • Traditional Drilling Soldier • Non-Qualifying Title 10 & 32 periods • Tuition and Fees • Net cost of in-state Tuition and Fees Charged for In State Undergraduate, Graduate and PhD programs • Tuition & Fees Payments made directly to the school • Private & Out of State School cap of $19,198.31 per year • Housing Stipend (Must meet rules to receive this) • Books & Supplies Stipend • All payments are paid based on Payment Tier 17

Determine Payment Amount (4 of 5) • Housing Stipend • Equivalent to BAH for an E-5 with dependents • Determined by ZIP code of the IHL where the student is enrolled http://www.gibill.va.gov • MUST attend more than ½ time • Payments made directly to the student • Paid monthly during the academic term • Paid based on training time and payment tier • Pro-rated at term start /end months • Training solely by distance learning receives reduced payment rate (1/2 National Average) 20

Determine Payment Amount (5 of 5) • Books and Supplies Stipend • Up to $1,000 per academic year • Payment is made directly to the student • $41.67 per credit hour (If at the 100% Payment Tier Rate) • Not to exceed 24 credit hours per academic year • Lump sum payment • Paid with first housing stipend each academic period • For Non-college degrees (NCD) pays up to $83 per month 21

  25. Overpayment & Recoupment • Overpayment – Soldier or Dependent has received education benefits he/she was NOT authorized. This is collected by DVA. • Recoupment – Soldier or Dependent receives money he/she is authorized but later the Soldier or Dependent breaks the terms of the contract. Money will be recouped using recoupment formula, this is collected by DFAS.
