  4. Youth Guarantee • Council Recommendation of 22 April: Member States • ensure that all young people up to 25 • receive a good-quality offer of • employment, continued education, an apprenticeship or a traineeship • within four months of becoming unemployed or leaving formal education.

What will makethe Youth Guarantee a success? • Strong partnerships: employment services, education & training institutions, young people, social partners, …. • Early intervention and activation: • Focus on most vulnerable ones • Personalised guidance • Supportive measures enabling labour market integration • Boost skills & competences • Labour-marketrelatedmeasures • Use of EU Funds: in particular ESF, YEI • Assessment and continuous improvement of the schemesfor more evidence-based policies and interventions • Swift implementation of YG schemes

  7. YG ≠ YEI • (Youth Guarantee) (Youth Employment Initiative)

Youth Employment Initiative • Decided by the European Council on 7-8 February • To support measures set out in the YEP, and in particular the Youth Guarantee • EUR 6 billion for the period 2014-2020 - open to all NUTS2 regions with levels of youth unemployment above 25% (in 2012) • EUR 3 billion from the ESF and a further EUR 3 billion from a new 'youth employment' budget line

  9. ESF Regulation provisions on YEI (1) • YEI will target actions to individuals only (not systems). • Target group: • - NEETs • - inactive or unemployed (+long-term) • - registered or not as job seekers • - residing in the eligible regions. • Direct and speedy results expected

ESF Regulation provisions on YEI (2) • MS chooses to programme YEI as either: • - a dedicated priority axis, • - a part of a priority axis or • - a dedicated OP (volume). • Additional monitoring and evaluation arrangements + indicators for YEI • Other provisions: financial management, technical assistance, publicity.

Examples of measures targeted to the individual young person: • Provision of traineeships and apprenticeships • Provision of first job experience (placements) • Reduction of non-wage labour costs • Targeted and well-designed wage and recruitment subsidies • Mobility measures • Start-up support for young entrepreneurs • Quality vocational education and training • Second chance programmes

YEI – some additional remarks: • YEI will directly support the YG, BUT: YEI only supports implementation of some aspects of the YG • MS will themselves define the target population of NEET • Frontloading of YEI – eligibility date of expenditure/ early adoption of dedicated YEI OPs • Link between YEI and "normal" ESF interventions • Tracking of results – focus on YEI monitoring and reporting
