BACKGROUND INFORMATION Census Undertaking Experience in Ethiopia • In Ethiopia, only three National Population and Housing censuses (PHC) have been conducted ; • The First ever Population and Housing Census was conducted in 1984 (40 million, excluding Eritrea); • The Second Population and Housing Census was conducted in 1994 (53 million);

  4. BACKGROUND INFORMATION… Census Undertaking Experience in Ethiopia • The third/Latest PHC was conducted in 2007 (74 million).

PROCLAMATION OF CENSUS MICRO DATA • The country has had three Census Proclamations of Micro data. • For 1984 and 1994 censuses the Proclamations were endorsed before the beginning of the preparatory activity of each respective census and had a temporary nature. • The third is a permanent type, which was established according to the Constitution of the country.

PROCLAMATION OF CENSUS MICRO DATA … • The Census Proclamations defines duties and responsibilities of each entity involved in the operations: mainly the role of Central Statistical Agency. • Determine the obligations of the dwellers of the country to provide correct information. • Procedures for accessing census micro data. • Obligations of micro data users and the amount to be paid. • The confidentiality of individual micro data.

  7. USERS OF CENSUS MICRO DATA Potential User of Micro data are • Researchers • University Students • Policy making government bodies • International organizations and donors

APPROPRIATE LEVEL OF SAMPLING IN ACCESSING MICRO DATA • Each micro data file is the stratified sample of the population which was created by sub sampling of the full census long questionnaire. • CSA has provided on line, one percent of the 2007 Census micro data for public users free of charge. • Ten percent ofmicro data will be given upon request with some amount of payment. • The request form and the amount of payment for micro data users was approved by the proclamation.

CENSUS MICRO DATA CONFIDENTIALITY • Confidentiality protection of micro data is the key element of CSA to maintain the trust of respondents. • To ensure confidentiality the micro data was annonymized, so that individuals, households or establishments would not be identified by users during the manipulation of data. • Micro data are accessed to users only after CSA has disseminated the data.

ARCHIVING CENSUS MICRO DATA • The filled in questionnaires of the previous two censuses had been archived until the beginning of enumeration of the third census. • The latest census questionnaires are being archived in two ways; as hard copies and images, which were captured during scanning. • The hard copies of filled in questionnaires have been stored in the warehouse where as the images of the questionnaires have been stored on the servers.

  11. ARCHIVING MICRO DATA... Procedures for Archiving Census Micro data • Collect the Micro data from Population Statistics Directorate; • Create appropriate directory and file structure. • Archive using micro data management toolkit of the World Bank and store in the right folder. • Disseminate Micro data and Report on the web.

  12. ARCHIVING MICRO DATA... Type of Census Data Storage Devices • The CSA has 3 storage devices: one with a capacity of6 terabyte and the remaining two with a capacity of 3 terabytes each. • Of these, the census data (images and micro-data) were stored on6 terabyte server. • The same data are also stored on tapes of 400GB on each side. • After dissemination, all census data documents, including meta data that were collected from the Population Statistics Directorate are kept in the data bank.
