HISTORICAL VIEW • XIX-th CENTURY -ACTIVITIES DESIGNED FOR IMPROVING CULTURAL LEVEL OF PEOPLE IN RURAL AREA • 1886: “PETRU PONI” LOW: FIRST ORGANIZATIONAL SCHEME OF NEW SCHOOLS FOR ADULTS • 1908: FIRST POPULAR /FOLK UNIVERSITY - AT “VALENII DE MUNTE” • 1910: ASSOCIATION OF POPULAR UNIVERSITIES MAKE AND DEVELOP: - MORE THAN 2000 CULTURAL CENTRES FOR ADULT EDUCATION IN RURAL AND URBAN AREA; - “UPPER SCHOOLS” FOR THE PEASANTS. • 1920-1940: ROMANIAN SOCIAL INSTITUTE (SET-UP BY PROF. DIMITRIE GUSTI) – DONE MONOGRAPHICAL RESEARCHES AND STUDIES REGARDING SOCIAL REALITIES AND EDUCATIONAL NEEDS OF THE PEOPLE.

  3. 1950-1989 • MANY “POPULAR” AND “WORKERS’ UNIVERSITIES” APPEARS (~ 3000), HIGHLY IDEOLOGICAL AND POLITICAL ORIENTETED. • CULTURAL HOUSES (200), ESPECIALY IN URBAN AREA; • CULTURAL CENTERS/ HOMES (2000), IN RURAL AREA; • - LIBRARIES, POPULAR SCHOOLS OF ARTS – PROMOTED TRADITIONS, EXHIBITIONS, IMPRUVED PEOPLE’S SKILLS.

AFTER1990: • NEW BEGGININGS, NEW ADAPTATIONS AT A NEW REALITY; • PARTNERSHIPS WITH FOREIGNS COUNTRIES, UNIVERSITIES AND ADULT EDUCATION ASSOCIAOTIONS (IIZ-DVV, DIE); • INVOLVMENT IN NEW COOPERATIVE PROJECTS: TEMPUS, SOCRATES, PHARE, LEONARDO; • NEW VISIONS AND MOTIVATION FOR DEVELOPING ADULT EDUCATION.

INSTITUTIONS AT NATIONAL LEVEL: • 1998: NATIONAL COUNCIL FOR CONTINUING EDUCATION; • NATIONAL COUNCIL FOR PROFESIONAL EDUCATION OF ADULTS AND NATIONAL AGENCY FOR WORK FORCE; • 1999: NATIONAL CENTER FOR CONTINUING EDUCATION AND OPEN DISTANCE LEARNING – BASED ON STRATEGIE OF MINISTERY OF EDUCATION, WHO ENCURAGED UNIVERSITIES TO DEVELOP REGIONAL CENTERS FOR ADULT EDUCATION;

ACTIVITIES: • 1997-2001 - NATIONAL CONFERENCES AND SYMPOZIA IN ADULT EDUCATION (CLUJ, TIMISOARA); • 2002 - FIRST MAIN INTERNATIONAL CONFERENCE IN ADULT EDUCATION – HELD BY OUR ADULT EDUCATIONAL REGIONAL CENTER, “AL.I.CUZA” UNIVERSUTY, IASI; • STARTING WITH 2000: NATIONAL WEEK OF ADULT EDUCATION: “FESTIVAL OF YOUR CHANCES”.

ADULT EDUCATION FROM AND FOR CIVIL SOCIETY • POPULAR UNIVERSITIES (ONLY 152, IN 2002) • 1993: NATIONAL ASSOCIATION OF POPULAR UNIVERSITIES. • REGIONAL CENTERS NEAR BY UNIVERSITIES (AERC, IASI) • REGIONAL CENTERS OF ADULT EDUCATION (16), COORDINATED BY IIZ-DVV, ROMANIA PROJECT AND • NATIONAL ASSOCIATION OF REGIONAL CENTERS FOR ADULT EDUCATION;

ROMANIAN COMERCE CHAMBER – WITH 32 REPRESENTATIVE ORGANISATIONS IN THE COUNTRY; • CULTURAL HOUSES ASSOCIATION (52); • ROMANIAN FOUNDATION FOR DEVELOPMENT OF CIVIL SOCIETY (PROVIDE CONTINUING EDUCATION PROGRAMS OF NGO’S, CIVIC EDUCATION); • MASS-MEDIA; • CHURCES; • TRADE UNIONS AND OWNERS UNIONS – EDUCATIONAL PROGRAMS, ADAPTED TO THEIR NEEDS; • POLITICAL PARTIES – HAVE THEIR OWN DEPARTMENTS FOR CIVICAL EDUCATION; • DEPARTMENTS OF CONITNUING EDUCATION FROM SOME COMERCIAL ORGANISATIONS (BANKS, ROMTELECOM…).

  9. OBSERVATIONS • LOW NO. 375/2002 IMPOSE A NATIONAL SISTEM FOR AUTORISING THE PROFESIONAL EDUCATION PROVIDERS; • THE ACTUAL PROVISION OF ADULT EDUCATION AREA ARE FOR: - SECOND PROFESIONAL CHANCES; - PERSONAL DEVELOPMENT; - COMMUNITY DEVELOPMENT.
