Federal EECBG Requirements • Accountability • Transparency • Prevailing wages must be paid • "Buy American" when possible • Strict reporting requirements • Funding Prohibitions:  gambling establishments, aquariums, zoos, golf courses or swimming pools. • Recipients must have a DUNS number and register with Contractor Central Registration NoRTEC

NoRTEC – Who we are • Northern Region Training and Employment Consortium • Mission to create sustainable income and jobs in the North State • 11 County Joint Powers Authority • Fund Job Training programs through DOL since 1983 • Manage Federal funds for small rural counties • 13 One-Stops in 11 counties providing services NoRTEC

  8. NoRTEC – Who we are • Current budget 32 million, 12 million of ARRA funds • Pass through of funds to local level based on formula • Board make-up - County Supervisors (one per county) plus 40 public & private sector members • Largest Workforce Investment Board in the State of CA NoRTEC

Benefits of a NoRTEC Regional EECBG Application to CEC • CEC prefers regional application approach. • Improve future funding opportunities from cooperative/regional approaches. • Minimizes program overhead and administration costs (2.5% maximum allowed). • Leverage energy efficiency funding with other programs. • Sustain regional energy programs. NoRTEC
